• The Screening and Evaluation Criteria are used to screen and prioritize the alternatives. These criteria were developed by the Project Development Team with input from the Stakeholder and Steering Committees.  The team will screen each alternative against the Project Purpose and Need.  At the end of this exercise the team will identify a Preferred Alternative to be studied along with the No Build Alternative in the Environmental Assessment.  The No Build Alternative serves as a baseline against which the other alternatives can be compared.
