Facility Management Plan
ODOT does not have the funds to address the traffic needs in Lincoln City.  A modernization project that does not provide additional capacity requires an approval from state and federal highway officials.  Previously, ODOT had reached an agreement with Federal Highway Administration staff that allowed us to proceed with a three lane construction project if a Facility Plan was developed and adopted by ODOT and Lincoln City.  Since that time, a new agreement has been reached by all parties, ODOT, FHWA and Lincoln City.  This agreement is outlined in the Memo of Understanding.  A Facility Plan wil not be developed.  Comprehensive Code changes have been adopted and ODOT is proceeding with a three lane design from SE 23rd Street - SW 32nd Street.
