| General Information |
|
The Region 2 Technical Center is composed of six units: Traffic, Bridge/Geo/Hydro, Right of Way, Roadway, Survey, and Environmental. There are approximately 110 employees in the Tech Center. The Tech Center is responsible for the delivery of the in-house developed construction projects as well as providing technical support for Construction, Planning, Local Program, Maintenance and the out-sourced program. The Tech Center maintains a liaison role with Technical Services participating on statewide teams and assisting in the development of standards, training and best practices.

| Traffic Unit |
|
The four functions of the Traffic Unit include maintenance and operations support, design and analysis, access management, and pavement marking. Our customer base is very diverse ranging from external developers, private citizens, city and county agencies, and technical support for four District Maintenance and four Area offices.

| Bridge Engineering |
|
Bridge Engineering designs new structures, ranging from large culverts, sign supports and retaining walls up to the most complex structures, new bridges. They also design repairs for damaged structures, and modify existing structure designs to meet new demands. They deal with a variety of materials, and design with consideration given to corrosion condition, and Earthquake situations.

| Geotechnical Engineering |
|
Geotechnical Engineering uses information about the existing geologic conditions of a given location to design the appropriate foundation type for structures, and to control any existing hazards which might be present, such as overhanging rock formations, or existing landslides or subterranean water sources.

| Geology |
|
Geology arranges and monitors the subsurface explorations as necessary to determine the existing conditions. The data may be used by the Geotechnical group for design purposes, by the Right of Way group for property acquisition or disposal, or by the geologists to work with the Department of Environmental Quality to control existing pollution sites. The team includes Engineering Geologists and Hazardous Materials Hydro-geologists.

| Hydraulic Engineering |
|
With a focus on hydraulic engineering of structures and highways, Hydraulic Engineering ensures water quantity and quality through erosion/sediment control designs and designs for storm water treatment facilities. We also provide technical assistance during construction and maintenance projects on issues related to storm water quality, erosion control, and fish passage.

| Right of Way & Utilities Unit |
|
The Right of Way and Utilities Unit plans and administers the right of way acquisition process including appraisal, acquisition, relocation, and project related property management, and coordinates reimbursable utility relocations. The team assures that property needed for the construction of the project is in possession of the agency and cleared for construction prior to the bid date of the project and that coordination of reimbursable utility relocations is finalized. The Right of Way and Utilities Unit's role during the construction is to act as right of way liaison between the grantors and construction crews and to complete the coordination of reimbursable utility relocations.

| Roadway Unit |
|
The Roadway Unit is responsible and accountable for the Roadway portion of the contract plans and specifications for all in-house delivered STIP projects, as well as for compiling the complete set of special provisions and for producing a complete cost estimate and construction schedule. The Roadway Unit is also responsible for providing preliminary engineering support for planning and NEPA processes. In addition, the unit also provides technical assistance during construction and for maintenance projects, consultant projects, and local agency projects on issues related to roadway design, drafting, and special provisions.

| Surveying |
|
Surveying serves as the base from which most ODOT projects are derived. Region 2 Surveyors produce the maps and spacial data which provide highway designers, planners, environmental, geology, hydraulics, traffic, right of way, and maintenance staff with the information they need to conduct traffic studies, planning, environmental, and design construction projects to improve transportation efficiency and safety on Oregon's highways. Region 2 Survey staff conduct design surveys, which include topographic mapping, DTM, and control surveys using conventional methods and GPS technology. Survey staff also conducts cadastral surveys for the retracement and identification of existing facility locations as well as for the accurate placement and construction of our transportation facilities. Using up-to-date technology and methodology, Region 2 Surveyors are setting the pace for modern surveying, aiding in the development of transportation projects.

| Environmental Unit |
|
The Environmental Unit's core function is assist in the delivery of Region 2's transportation program. State and federal laws require the environmental impacts of highway projects be evaluated and in some cases the adverse effects must be mitigated. The Environmental Unit's purpose is to insure that Region 2 implements programs consistent with Federal and State environmental laws. This is achieved by participating in developing projects, monitoring construction and maintenance activities, conducting environmental studies, and producing reports, evaluations, documentation and mitigation plans necessary to obtain the required environmental clearances and approvals from various state and federal agencies and local governments. The Environmental Unit includes five different jobs; Regional Environmental Coordinator, Biologists, Permit Coordinator, Wetland Specialist, Cultural Resources Specialist, and Senior Environmental Project Manager.
