Environmental Study nearly ready for public review
The Environmental Assessment for the Fern Valley (Phoenix) Interchange is expected to be released by the end of February 2010.
This EA will examine the North Phoenix Through Alternative and the various aspects to it.

In addition, there will be a review of the alternatives examined but dismissed for various reasons.
Once the federally-required EA is released for the 30 day public comment period, an open house will be set in the Phoenix area where the public can come to learn more about the project, ask questions of the project team and give their comments.

The project teams have been working on various alternatives during the past five years, selecting two alternatives to study in the EA. However, the Oregon Division of the Federal Highway Administration and legal counsel from the Oregon Department of Justice are advising that we drop the Fern Valley Through (FVT) alternative from further consideration (see attached letter in September meeting documents).
While the project team made every effort to retain the FVT alternative, we were unable to meet the threshold based on the following reasons:
- Oregon land use law says ODOT cannot forward an alternative that needs a land use goal exception, in this case for Exclusive Farm Use, when another viable alternative exists not requiring an exception.
- We looked at modifying the design to bring it into the Phoenix Urban Growth Boundary (UGB), but we were unsuccessful due to design standards and safety requirements.
- There was the potential for Region Problem Solving to be adopted by the City of Phoenix or for the City to otherwise enlarge its UGB, but no action was taken on either count. Therefore, a goal exception would have been required.
This means the EA will move forward with one build alternative (the North Phoenix Through), as well as the No Build.

| IAMP - Interchange Area Management Plan |

ODOT developed this Interchange Area Management Plan (IAMP) to comply with the
ODOT policy to prepare such plans for significant modifications to existing interchanges.
Appendix B contains the administrative rule that includes the policy. ODOT adopted the
policy as a way to maximize the value the people of Oregon receive from the large
expenditure of tax dollars required to construct a new interchange. This reflects ODOT's
elevated fiduciary responsibility that has resulted from the increasing scarcity of public
funds for transportation investments relative to need. It also reflects a more thorough
understanding of the relationships between transportation facilities and land use and
between local and state transportation networks. Together, these changes have also
increased the importance of collaboration between ODOT and the communities like the
City of Phoenix in which its transportation network is located.
PURPOSES OF THE IAMP
In light of the purpose of the proposed new Fern Valley Interchange and the policy to
prepare IAMPs referred to above, the purposes of this IAMP are to:
- Preserve the capacity of the proposed interchange for at least the first 20 years of its design life and the capacity of N. Phoenix Road, Fern Valley Road, and OR 99
in the vicinity of the interchange.
- Ensure the safe and efficient operation of the interchange and these roadways and protect their functional integrity, operations, and safety.
