Final Culver Downtown Streetscape Plan available
The final plan for the Culver Downtown Streetscape Project and a poster depicting the preferred concept are available. The final plan was based on comments from residents and businesses as well as City of Culver officials.
The final plan and poster are posted below. If you have problems opening or downloading the files, as they are very large, copies of the final report and a copy of the poster are available at City Hall. Office hours are from 8:00 a.m.-12 noon and 1:00-5:00 p.m.

The project is along and including the commercial lands around First Avenue (Culver Highway), bounded by A Street to the north, Iris Lane to the south, and along C Street from First Avenue to the railroad crossing.

The City of Culver is experiencing a significant growth in population with an increase of about 45% (from 802 to 1,160 in the last seven years). This growth is expected to continue, which will increase traffic congestion and heighten the potential for traffic, parking, and pedestrian conflicts affecting safety. Culver is also the gateway to The Cove Palisades State Park, which receives an estimated 1.5 million visitor days per year.
In downtown Culver there are very few defined sidewalks for pedestrians. Currently pedestrians walk on the shoulder of the roadway or a gravel surface behind a concrete curb. This is not only hazardous; it is unacceptable for pedestrians with disabilities. Also, children must cross the highway to and from school.
Flooding of downtown Culver and First Avenue has been a problem for years. There is currently no storm water drainage system to collect and dissipate water. The standing water creates safety problems for motorists and pedestrians, and affects customers wanting to shop at local businesses.
The rapid growth is also affecting economic conditions for Culver, including a current inability to adequately fund infrastructure improvements to meet growth and urban growth boundary expansion requirements.

| What tools will the City plan to use in solving these problems? |

The Transportation & Growth Management (TGM) Program’s Quick Response Program will first be applied to this project. TGM is a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development. TGM provides planning and design services to help communities create compact, pedestrian-friendly, and livable communities. Starting in the Fall of 2007, TGM will be used to bring property and business owners, local and state officials, and other affected stakeholders together to develop innovative planning and design solutions for the streetscape.
Following the TGM effort, the Transportation Enhancements (TE) Program will then be applied to carry out actual Streetscape construction work along First Avenue, consistent with any adopted recommendations from TGM. Among many options, communities can use TE funding (a Federally sponsored program) to carry out pedestrian, bicycle, streetscape and other improvements that enhance the surroundings (cultural, aesthetic, or environmental values) of the transportation system. In February 2007 the City of Culver was awarded Transportation Enhancement (TE) funding of $800,000 to begin to improve the streetscape along First Avenue.
The City’s hope is that TE funding will help get the ball rolling. It is anticipated that additional funding will be needed to complete the entire Project. As project development continues, the City of Culver will look for opportunities to partner will private interests, as well as potentially other public interests, to continue the work that the TE funding begins.
