Open House Held Thursday, February 27 at the Senior Center in Mosier
The Oregon Department of Transportation held an open house for the Mosier Bridge Strengthening Project on Thursday, February 27. Approximately 15-20 people attended.
Below are some of the commonly asked questions and their answers from the open house:
When will the project be completed?
The entire project is scheduled to be completed by June 6, 2014
When will the load restrictions be lifted?
The load restriction will be lifted after the strengthening work is completed, which is estimated to be June 1, 2014.
Are you going to close the bridge?
The bridge will be open to at least one lane of traffic during construction at all times, with the exception of fifteen nighttime closures of the I-84 westbound on-ramp. When the contractor needs to close a lane on the overpass, traffic will be controlled by flaggers. Delays should be less than five minutes. The freeway will be reduced to one lane in each direction during most of the project.
The contractor can close the westbound on-ramp to all vehicles up to fifteen times during the contract. The closures will be from 10 p.m. to 6 a.m. Electronic message boards will alert motorists of planned closures. Will emergency service vehicles still be able to use the westbound on-ramp when it is closed?
Yes, the contract provides for emergency service vehicles to use the on-ramp when it is closed to other traffic.

The Interstate 84 westbound connection bridge at milepost 69.65 is a four span reinforced concrete deck girder bridge. The original three spans were built in 1950; the bridge was lengthened in 1959 to four spans to accommodate two lanes of traffic in each direction.
In May 2013, a routine bridge inspection identified a crack in the north span girder that also showed some vertical displacement. In June 2013 a new load rating was completed and restrictions were put in place. In August 2013, temporary support beams were placed under the crack in the north span and under the cross beams of the original bridge. Although the problems are serious, the bridge is currently safe to use.
Repairing this bridge is a high priority for ODOT. Because the load restrictions will impact local orchardists and rock haulers in the area, strengthening of the bridge was put on an accelerated schedule with plans to have the work completed by late spring 2014.
What Is Being Planned
This project will strengthen the existing girders by inserting titanium bars in critical locations along their length to increase their loading capacity. The crossbeams that are structurally deficient will be externally post-tensioned. All cracks that are greater than 0.015 inches will be sealed. Also, the bridge rail will be upgraded to meet current standards. The current pedestrian fencing will remain in place.
Traffic Control During Construction
During construction, traffic on I-84 at times will be limited to one lane in each direction. Delays created by traffic merging into one lane should be minimal. Traffic on Highway 30 and on the bridge will be limited to one lane at times with flaggers controlling traffic. Motorists can expect short delays. During construction up to fifteen nighttime closures (10 p.m. to 6 a.m.) of the westbound on-ramp to I-84 are expected.
