Region 5 Planning & Program Section

The Region 5 Planning and Program Section is responsible for development of the Region portion of the Statewide Transportation Improvement Program (STIP), Project Funding, the Region Finance Plan and Project Accounting.
The Region Finance Plan captures current funding obligations and shows the planned future project positions of both state and local programs.  The goal for the Region is to maintain a balanced financial plan(expenditures equal allocations).
The Region Programming Section is responsible for STIP development processes and activities, project selection, and prioritization and STIP public investment activities, while ensuring state and federal requirements for STIP development are met.  Region is also responsible for amendments to the STIP.
The goal of transportation planning is to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians.  Region 5 Planning is involved in:
  • Long-term planning of future transportation facilities, including special planning objects and program such as the Transportation Growth Management Program (TGM).
  • Short-term planning activities associated with ODOT's project development and delivery.
  • Working with local jurisdictions, developers, and other stakeholders to better coordinate land development and transportation.
