OTMS Systems Descriptions The Oregon Transportation Management System (OTMS) is a program designed to manage highway pavement, bridges, highway safety, traffic congestion, public transportation facilities and equipment, intermodal transportation facilities and systems, and traffic monitoring for highways. The management systems provide information to assist state and local decision makers in selecting cost-effective policies, programs and projects to preserve and improve the transportation infrastructure.
