James Whitty is the manager of ODOT´s Office of Innovative Partnerships and Alternative Funding. He obtained his bachelor’s degree and Juris Doctorate from the University of Oregon.
 
Through the Office of Innovative Partnerships and Alternative Funding, he manages the development of transportation projects as public-private ventures and the Mileage Fee Pilot Program.
 
Whitty joined the department in 2001 to manage several task forces with “cutting edge” missions for innovative transportation funding, including the Road User Fee Task Force to develop a mileage fee to ultimately replace the fuels tax, and the Innovative Finance Advisory Committee.
 
He developed the Oregon Innovative Partnerships Program with the help of the Innovative Finance Advisory Committee in 2002, and oversaw legislation to authorize the program during the 2003 Oregon Legislative Assembly.
 
His prior experience includes 10 years working with transportation finance public policy for Associated Oregon Industries and the Portland Chamber of Commerce and six years in private law practice.

Art James joined Oregon DOT’s Office of Innovative Partnerships in 2004 as project director. He has been instrumental in launching Oregon’s public/private initiative and key in helping establish Oregon as a leading launch site for electric vehicles (EVs). He works with private sector firms to create a robust network of EV charging infrastructure in Oregon and encourage rapid adoption of electric transportation. He also chairs the Oregon Advisory Team working with utilities and local governments to install hundreds of EV charging stations around the state.  
 
Prior to coming to ODOT, Art managed Oregon’s industrial recruitment efforts at the Oregon Economic Development Department. He brings strong skills in entrepreneurial business development, finance, negotiation and creative deal-making. Art holds a bachelor’s degree from Stanford University and a Master of Business Administration in finance from the University of Oregon.

Kathy began her career with the Oregon Department of Transportation in 1977 at Driver and Motor Vehicle Services after leaving the medical field. She was involved in document processing, customer service work and was the office manager in the DMV Finance Section during her 16 years there. When ODOT restructured in 1993, Kathy moved to the Financial Services Branch at ODOT headquarters where she became the executive assistant to the ODOT Chief Financial Officer, worked as a payroll technician and was the executive assistant/business manager to the Highway Finance Manager and staff for seven years. 
 
She then moved to the newly-formed Office of Innovative Partnerships and Alternative Funding in April 2004 as an executive assistant/fiscal analyst. Kathy will mark 35 years of state service in March 2012.

Allison Hamilton joined the Office of Innovative Partnerships as Project Director in May 2005. She comes with a varied background in public transportation and private consulting. 
 
Hamilton joined ODOT in 1985, conducting and analyzing experimental construction procedures and products.  She moved to the Right of Way Section and later to the Traffic Section. In that position, she worked with the Defenders of Wildlife to implement Oregon’s Wildlife Viewing Area Network. In 1989, she left ODOT to take a position with Barrett Consulting Group/RW Beck, an architect/engineering consortium on Guam.
 
After two years as a project manager designing and implementing controls at an EPA Superfund Site, she returned to Oregon and ODOT. She was an agreements writer and program coordinator in the Region 2 Office before becoming manager for the Statewide Transportation Improvement Program (STIP). In 2001 she accepted an invitation to manage the process of converting ODOT from metric units of measurement back to English. Concurrently with that venture, she managed the department’s Value Engineering Program. 
 
In 2004, she became manager of the new Performance Management and Resource Planning Unit, a position she held until coming to OIPP. 
 
Allison has a Bachelor of Science degree in Civil Engineering and an Associate of Science degree in Structural Engineering. She is an organic farmer and avid gardener living on a 10 acre forested property west of Salem with her husband and two elderly dogs.

Lynn Demuth Averbeck started working for ODOT in December of 2004 as Senior Major Projects Planner in the Region 1 office in Portland. She joined the Office of Innovative Partnerships as Project Director in July 2006.  Lynn brings experience in land use planning and construction permitting of large projects to OIPP. 
 
Averback began her career in 1985 at Washington County in the Department of Land Use and Transportation, working in various areas for nine years, providing information to the public over the permit counter, writing development code language for transportation projects, coordinating transportation conditions with other agencies, and representing the department at public hearings. 
 
In 1995, TriMet hired Lynn to manage the permit acquisition for the $944M Westside Light Rail Project, which included a three mile tunnel under Portland’s West Hills and coordination of hundreds of approvals and permits from numerous agencies. In 1998, she started her own company, LDB Consulting, and from 1998 to 2004, assisted public and private clients in Oregon and Washington with identification, preparation and acquisition of land use, transportation, and construction permits. 
 
Averback has a Bachelor of Science degree in Geography from Portland State University. She has been a member of Women’s Transportation Seminar since 1994, was the Portland Chapter President from 1999-2000, and is a graduate of the 2006 WTS International Leadership Program. When not pursing interesting projects as an enthusiastic team member, she spends time with her husband and two daughters and enjoys cycling, backcountry skiing, hiking, and making music with others.

Ashley Horvat joined the Office of Innovative Partnerships as a Transportation Electrification Project Analyst in 2011. She graduated summa cum laude from Western Michigan University with a Bachelor of Arts in Political Science and Environmental Studies.
 
She joined OIPP to provide strategic project leadership for the electric vehicle (EV) charging network initiative. She works with public and private stakeholders to advance the electrification of the State’s transportation system by implementing the Transportation Electrification grant program funded by the American Recovery and Reinvestment Act of 2009 and the TIGER II grant.
 
Horvat brings a strong policy background and experience working with members of various policy communities. Prior to joining ODOT, she worked at the Oregon Department of Energy on the Recovery Act team. As a Recovery Act policy analyst, she evaluated policies and coordinated the federal grant requirements of the SEEARP, SEP, EECBG, and CREFF programs. 
 
Her prior experience also includes work in environmental policy at the Michigan Environmental Council in Lansing, MI and national retirement policy analysis for PAi, in Green Bay, WI.
 
Ashley received the Environmental Studies Award for Outstanding Research for her research on the Northwest Forest Plan, where she developed and fostered positive working relationships with internal and external stakeholders. Prior to this, Horvat conducted field conservation biology as a research assistant with a 17-member field crew on a research vessel and in the University of Victoria whale research lab in Flores Island, British Columbia.
 
When she isn’t working, Horvat enjoys writing, reading, and spending as much time as possible traveling, kayaking, hiking, camping, and exploring nature with her husband.

As a project executive for ODOT’s Office of Innovative Partnerships & Alternative Funding, Randal Thomas will coordinate the development of the state’s Vehicle Road Usage Charge program (also known as the VMT tax) and its associated elements. A bill in the 2011 Oregon Legislature currently under consideration, HB 2328, will guide his work. The proposed legislation would impose a tax on miles traveled by all-electric and plug-in hybrid vehicles beginning July 1, 2015. It requires ODOT to develop a collection system to apply a Vehicle Road Usage Charge (VRUC) to operators of electric and plug-in electric hybrid vehicles beginning with the 2016 model year. In his position at OIPP, he will also contribute to other public private partnership programs.


Thomas formerly served as ODOT’s Statewide Traffic Mobility Manager where he created a program to keep traffic and freight moving safely and reliably around the state during the Oregon Transportation Investment Act, a 10-year, $3 billion construction program that repaired and replaced bridges and roads on key routes throughout the state.

Thomas began his career in state service managing Intelligent Transportation Systems (ITS) for ODOT’s Motor Carrier Division, which includes the award-winning Green Light truck pre-clearance program. Before joining the state, he served as a branch manager for several corporations, including Transamerica and GE Capital. 

Thomas holds a Bachelor of Science degree in Management and Communications from Corban University where he received the “Most Outstanding Project Thesis” award. He is an internationally published author of various professional papers regarding ITS solutions and traffic mobility strategies. A third-term elected city councilor, Thomas lives in Silverton with his wife and two children.

As Road Pricing Information Systems Program Coordinator, Chuck Larsen is responsible for architecting a road charging system that integrated, interoperable, and publicly acceptable.  ODOT recognizes that interoperability happens though good planning and coordination.  He will be assisting Randal Thomas on the development of the state's Vehicle Road Usage Charge program for electric vehicles.
 
Chuck Larsen has been developing information systems solutions for over 30 years.  In his career, Mr. Larsen filled a variety of roles, for System Development Companies providing solutions in the pharmacy, accounting and hospitality industries. 
 
Mr. Larsen has spent the last 14 years working for the Oregon Department of Transportation developing innovative technology solutions for Transportation.  In his role as Intelligent Transportation Systems Program Coordinator, his group has developed and/or implemented over 20 systems that help improve transportation for the state of Oregon, including the national awarding winning Tripcheck.Com website and traveler information 511 phone system.  ODOT traveler information systems are among the nations leaders in usage.  The Tripcheck.com web site gets used over 1 million times in a month by traveling citizens.  The 511 system set national records for usage in its first month of service with over 300,000 calls.  Mr. Larsen is certified by the state of Oregon as a Project Manager. 
 
Mr. Larsen was also involved from the start to finish and served the role of technical architect of ODOT's original Road User Project.
