  James Whitty is the manager of ODOT´s Office of Innovative Partnerships and Alternative Funding. He obtained his bachelor’s degree and Juris Doctorate from the University of Oregon.
 
Through the Office of Innovative Partnerships and Alternative Funding, he manages the development of transportation projects as public-private ventures and the Mileage Fee Pilot Program.
 
James joined the department in 2001 to manage several task forces with “cutting edge” missions for innovative transportation funding, including the Road User Fee Task Force to develop a mileage fee to ultimately replace the fuels tax, and the Innovative Finance Advisory Committee.
 
He developed the Oregon Innovative Partnerships Program with the help of the Innovative Finance Advisory Committee in 2002, and oversaw legislation to authorize the program during the 2003 Oregon Legislative Assembly.
 
His prior experience includes 10 years working with transportation finance public policy for Associated Oregon Industries and the Portland Chamber of Commerce and six years in private law practice.

Betsy Imholt serves as the alternative funding administrator in the Office of Innovative Partnerships and Alternative Funding. Betsy works with both the Innovative Partnerships and Alternative Funding programs providing strategic leadership, analyzing issues and managing consultants.
 
Prior to joining ODOT, Betsy worked for the Oregon Legislature for twelve years. She has spent the last two years consulting with businesses, government offices and executives on improving organizational skills and systems. She is a member of the National Association of Professional Organizers and serves on the board of the Oregon chapter of NAPO.
 
She holds a Bachelor of Science in Public Administration from Western Oregon State College and a Master of Public Administration from Lewis and Clark College.

Road User Fee Task Force Pilot Project

Jill Pearson is the Project Manager for the Road User Task Force Pilot Project (RUFPP).  She works with project partners and stakeholders, coordinating the planning and administration of the pilot project in consultation with the project team.
 
Jill joined the department in 2003 as the Oregon Transportation Commission Secretary.  Prior to that, she worked at the Department of Human Services and the Oregon Legislature.
 
She holds a Bachelor of Arts degree in Psychology from the University of Oregon.

Art James joined Oregon DOT’s Innovative Partnerships Unit in 2004 as project director. He has been instrumental in launching Oregon’s public/private initiative and is spearheading what will likely be the State’s first privately financed toll facility; the Newberg-Dundee Bypass. Prior to coming to ODOT, Art managed Oregon’s industrial recruitment efforts at the Oregon Economic and Development Department. He brings strong skills in entrepreneurial business development, finance, negotiation and creative “deal-making.”
 
Art holds a Bachelors degree from Stanford University and a Master of Business Administration in finance from the University of Oregon. His wife, Mary, is a Circuit Court Judge.

Kathy began her career with the Oregon Department of Transportation in 1977 at Driver and Motor Vehicle Services. She worked in document processing, customer service and finance functions during her 16 years there.  When ODOT restructured in 1993, Kathy worked in the administrative support and payroll areas of the Financial Services Branch at ODOT headquarters.  She then worked in the Highway Finance Office for almost seven years before becoming the Executive Support Assistant for the Office of Innovative Partnerships and Alternative Funding in April 2004.

Allison Hamilton joined the Office of Innovative Partnerships as Project Director in May 2005.  She comes with a varied background in public transportation and private consulting. 
 
Allison joined ODOT in 1985, conducting and analyzing experimental construction procedures and products.  She moved to the Right of Way Section and later to the Traffic Section.  In that position, she worked with the Defenders of Wildlife to implement Oregon’s Wildlife Viewing Area Network.  In 1989, she left ODOT to take a position with Barrett Consulting Group/RW Beck, an architect/engineering consortium on Guam.
 
After two years as a project manager designing and implementing controls at an EPA Superfund Site, she returned to Oregon and ODOT. She was an agreements writer and program coordinator in the Region 2 Office before becoming manager for the Statewide Transportation Improvement Program (STIP). In 2001 she accepted an invitation to manage the process of converting ODOT from metric units of measurement back to English. Concurrently with that venture, she managed the department’s Value Engineering Program. 
 
In 2004, she became manager of the new Performance Management and Resource Planning Unit, a position she held until coming to OIPP. 
 
Allison has a Bachelor of Science degree in Civil Engineering and an Associate of Science degree in Structural Engineering. She is an organic farmer and avid gardener living on a 10 acre forested property west of Salem with her husband and two elderly dogs.
