Overview
The 2008 edition of the Oregon Standard Specifications for Construction is being updated. This book, a publication used by both the Oregon Department of Transportation (ODOT) and the American Public Works Association (APWA) has accumulated a significant number of Boilerplate Special Provision changes. Many of these changes can be easily rolled into the new 2015 Standard Specifications. There are other changes that will take more time to process for inclusion in the 2015 book. ODOT has developed a dual-track Boilerplate Special Provision change process for the 2015 Standard Specifications book:
- ODOT/APWA/AGC Change Process – ODOT has partnered with APWA and the Association of General Contractors (AGC) to review the Standard Specifications with an eye towards compatibility with those used by local agencies. Four subcommittees, staffed with ODOT, APWA and AGC participants, have been established to develop new Standard Specifications for inclusion in the 2015 book.
- ODOT Change Process – ODOT’s Office of Project Letting (OPL) has identified commonly-used Boilerplate Special Provisions which have already been reviewed and approved for use by the State Department of Justice and Federal Highway Administration. These previously-approved Boilerplate Special Provisions will be rolled into the new 2015 book. Significant changes, not already approved but which can be incorporated into the 2015 book will be submitted by OPL staff and ODOT Technical Resources and processed through the ODOT Change Process.
OPL has established “pens-down” dates of January 31, 2013 for the ODOT Changes and April 1, 2013 for the ODOT/APWA/AGC Changes in order to be considered for incorporation into the 2015 book. There may be remaining work to be completed by the subcommittees which will result in Boilerplate Special Provisions to the new 2015 Standard Specifications. These pens-down dates provide adequate review time before the release of the new 2015 Standard Specifications in July, 2014 for use in all projects bidding on or after January 1, 2015.

Overview
A process was developed to pursue specification issues that will be resolved in a short period of time and be included in the 2015 Standard Specifications book.
Process
To provide the Specification Unit a "heads up" of various specifications that are being worked on, Change Requests were submitted describing what specifications and what issues needed to be worked on.
Received Change Requests
As of the January 31 pens down date, the following change requests were received for inclusion in the 2015 Spec Book.
