Monthly Progress Report
Project Goals
Incorporating Oregon's community, small business and environmental values, the State Radio Project has four primary goals:
 
Infrastructure
Repair or replace critical components of Oregon’s deteriorating state radio network and extend the useful life of the existing Oregon Department of Transportation and Oregon State Police wireless communications systems.

Narrowbanding
Comply with the Federal Communications Commission deadline to transition state radios from wideband to narrowband transmission by Jan. 1, 2013, and position for future narrowbanding requirements.

Consolidation
Consolidate the ODOT and OSP wireless communications systems into a single unit and allow for shared efficiencies and integration between the four existing state systems.
 
Interoperability
Provide limited, local interoperability for public safety agencies and lay the foundation for expanded and improved interoperability in the future.

April 2012
Snowstorm sparks spontaneous collaboration
The Bothwell Construction crew wanted to get an early start on their work at the State Radio Project's Table Mountain site. Instead, they woke to six inches of snow blanketing Waldport on March 13. 
 
Owner Glenn Bothwell and his crew tried to access the mountaintop by driving east on Oregon 34 but soon encountered the highway blocked by downed trees. The radio project crew pitched in and worked alongside the spontaneous team of assembled travelers and officials.
 
"[Oregon State Trooper Carla Urbigkeit] was right there in the middle of the volunteers, carrying logs and limbs and thanking us for our help," Bothwell said.

Contracting Services Unit supports project delivery success
Successful project delivery is a team effort. For ODOT's Major Projects Branch, a big part of that team is the Contracting Services Unit.
 
"The Contracting Services Unit serves the business side of project delivery, allowing project managers to focus on the work of delivery," said CSU Manager Paul DePalma. "We are the core business support group to the project delivery teams."
 
For the State Radio Project, CSU has responsibility for finances, invoice review and payment, procurement, contracting, amendments, change management, document control, public records requests, quality assurance and project closeout. Learn more in this month's feature article.

February 2012
Consolidation provides benefits for multiple partners
Recent agreements at two State Radio Project sites in Washington state allowed partners to consolidate facilities under one roof, saving money and space and improving interoperability.
 
The consolidation at Golgotha Butte and Sillusi Butte was a highly coordinated effort among Washington and Oregon agencies, including tower crews, engineers and radio technicians. One critical part of the coordination involved the cooperation of tribal partners.
 
"After working on the planning and coordination for all those months, it was exciting to see it all come together in one day," said John Conley, site project manager for the radio project. Learn more in this month's feature article.

At Golgotha Butte in Klickitat County, Wash., the State Radio Project moved
its antennas from the far tower to the foreground tower to co-locate
with the Washington Office of Emergency management, saving money
and reducing the site footprint.
