Federal funding is provided to assist Oregon and other states to provide transportation services through the Federal-Aid Highway Program (FAHP). Flexibility within various Federal bills (i.e., ISTEA, TEA-21, and SAFETEA-LU) has allowed states to assume the U.S. Department of Transportation Secretary’s responsibilities for design, plans, specifications, estimates, contract awards, and inspection of Federal-aid projects. Delegation of these responsibilities is documented through the Stewardship Agreement between Federal Highway Administration (FHWA) and the Oregon Department of Transportation (ODOT).
The Oregon Department of Transportation Federal-Aid Highway Program Stewardship and Oversight Agreement recently went through a significant overhaul. The new Agreement was officially executed on April 5, 2010. This new Agreement is intended to be a living document and supersedes all previous oversight agreements.
In order to ensure that the Agreement stays current and viable, a team from the ODOT and FHWA Oregon Division is being convened to define and review its implementation, and to address issues that may surface during the ongoing process of implementing the Agreement.
