RIGHT OF WAY LEADERSHIP TEAM (RWLT)
CHARTER
 
 
AUTHORITY 
 
The Right of Way Leadership Team (RWLT) is established under the PDLT Operational Notice PD-01, dated January 1, 2005. The RWLT will have overall leadership and decision authority for the statewide Right of Way Acquisition Program under the direction of the Right of Way Manager. 
 
 
PURPOSE
  • Provide guidance on the establishment of Department policies and procedures related to the Program including all necessary right of way activities involved in project delivery.
  • Facilitate communication and collaboration between regional technical centers and Technical Services’ Right of Way Section.
  • Provide an atmosphere and opportunity for collaborative problem-solving and idea-sharing.
  • Assess the effectiveness of the Right of Way Acquisition Program and identify areas of improvement. Prioritize recommendations and include an annual work plan to track and report on the progress of the RWLT.
 
 
MEMBERSHIP
 
Chair
Technical Services’ Right of Way Manager.
 
Representatives
Region Right of Way managers (5), Right of Way section managers (3), Right of Way Manager’s executive support (1).
 
Guests
Representatives from FHWA, Oregon Bridge Delivery Unit, Oregon Bridge Delivery Partners, other ODOT partners engaged in business that touches the Right of Way Program, and senior Right of Way staff will be invited on a regular basis as needed by the Team. 
 
 
MEETINGS
 
The RWLT will meet monthly on the 2nd Wednesday of each month. Meetings will be from 8:00 a.m. to 5:00 p.m. Most meetings will be in Salem, but the Team will meet twice a year in a region office. An annual meeting calendar will establish the location of each meeting.

 
SUBCOMMITTEES
 
A standing subcommittee of the RWLT will be the Project Delivery Solutions Team which will be comprised of the five region Right of Way managers and the Right of Way Operations Manager. The purpose of the subcommittee is to discuss specific project delivery issues relating to right of way acquisition and problem-solve if necessary. The subcommittee will meet monthly on the 2nd Tuesday of each month, from 1:00 p.m. to 5:00 p.m., in conjunction with the regular meeting of the RWLT.
Other related “problem-solving” subcommittees will be created as necessary and disbanded when their work is complete.
