PURPOSE
Under the mantle of the Technical Services Management Team and the Technical Leadership Team of PDLT, the Technical Training Team (TTT) provides assessment, overall coordination, integration, career progression planning and clearinghouse services to ensure technical readiness of employees working through the Regional Technical Centers and in Technical Services.  Provides recommendations for technical training that is applicable for consultants and local agencies.
 
GOALS
The Technical Training Team will:
  1. Provide overall coordination and integration of technical training and development offerings to support the technical excellence of staff assigned to the Tech Centers and in Technical Services.
    • Serve as a link to their sections to ensure branch-wide coordination and collaboration on training and development.
    • Work with (discipline specific) Leadership Teams to identify and prioritize the technical training needs of employees working through the Tech Centers.
  2. Identify technical training that is applicable for consultants and/or local agencies.
  3. Identify and produce a technical training and development catalogue to publicize offerings developed or sponsored by Technical Services (TS).
  4. Work with their respective sections and HR to develop career progression planning tools and to communicate their availability throughout TS and the Regions.  
  5. Serve as a link to Subject Matter Expert instructors so that they get the support and other assistance they need to be successful when teaching classes.
  6. As requested, provide recommendations/advice to TS Management Team and others on training budget, priorities, and other topics related to training and development.
  7. Introduce and serve as a clearinghouse for the Branch on best practices for training and development.    
MEMBERSHIP
The TTT is chaired by Peggy Zahler, Organizational Improvement Consultant for TS.  It is composed of TS staff engaged in the development, delivery, or oversight of technical training and development courses and activities. It is expected that members will have day-to-day engagement in training and development practices and contemporary issues. This group comprises the primary body of operational-level leadership of TS training and development efforts. Each section within TS is represented on the TTT.
 
MEMBER ROLES AND CONTRIBUTIONS
 
Branch Operations Unit
Ingrid Saltvold – Technical Expertise Leader for the Department. Blend and share resources across the department. Provide whatever support is needed for success. 
Peggy Zahler – Chair the TTT. Liaison between various team members and functions. Meeting coordinator/documenter. Provide whatever support is needed for success. Provide support to Mary Cotter and Ingrid on the HE Training Steering Committee.
 
Access Management Unit
Ann Zeltmann – Identify and prioritize current training needs of ODOT Regional, District, Central and Consulting staff regarding Access Management; locate training materials for courses previously offered and assess the effectiveness in light of changes in the Access Management rule and highway reorganization; modify or design training programs to address current training needs; deliver training courses. 
 
Bridge Section
Holly Winston – Identify, prioritize, and publish training available to consultants and Tech Center employees; act as a liaison between headquarters subject experts, Headquarters management, Tech Center management, Tech Center employees, Technical Services manager, and consultants; develop and implement roles and responsibilities; identify training needs; track and report training data; plan training events, register participants, and develop lesson plans; keep our "specialty list" up to date and current as staff become trained.
 
Construction Section
Cole Mullis – Keep team members informed of construction training available to consultants and ODOT’s Project Manager offices that is sponsored on or provided by the Construction Section.
 
Geo-Environmental Section
Bill Ryan – Represent training needs for all disciplines in Geo-Environmental Section including Biology, Wetlands, Erosion Control, Fish Passage, Environmental Permitting, Archeology, HazMat, CETAS, NEPA, Acoustics, Energy, Air Quality, Cultural Resources, Roadside Development, Stormwater, Hydraulics, Geology, and Geotechnical; perform and act as a conduit for training needs between Region Staff and TS.
 
Right of Way Section
John Boals – Technical leader for the TS Right of Way Section for the development and planning of new courses, determining the availability of existing courses and the identification and use of vendor sponsored courses for the purpose of improvement and development of employee’s skill levels; perform and act as a conduit for training needs between Region Staff and TS; act as a technical resource for the TS Right of Way Section.  
 
Roadway Section
Vacant – Roadway training liaison; works with the Roadway Leadership Team to identify and prioritize training needs.
 
Traffic Section
Dave Greenberg – Assure Traffic Engineering and Operations is represented; provide insight on training important for traffic engineers and technicians. 
 
Human Resources
Lorrie Schaefer – Contact for technical training across HD; contact for how to put on training events, develop lesson plans, work individually with subject matter experts; contact for class registration.
 
OPERATING GUIDELINES
 
Team Reporting Structure
The TTT will report through Cathy Nelson, the Chief Engineer for the State of Oregon, Manager of Technical Services, and leader of the Technical Leadership Team.
 
Decision Making Methodology
We expect most issues to be brought before this team to be coordinative in nature. However, on occasion issues of concern may be brought forward that require a resolution for the good of the Branch. To ensure that the appropriate level of discussion and professional interaction occurs, each member must be willing to listen to the opinions and views of others and make decisions that further organizational agendas. This may, at times require collaboration and compromise from team members. If, on those rare occasions, where consensus cannot be reached, the majority and minority opinions will be presented to Cathy Nelson or the appropriate decision-making group for resolution. 
 
Bringing Issues Forward
We recognize that not all issues will come from members of the TTT. So, issues may be raised by persons not on the team. We urge members hearing of issues from others to bring these issues forward. We are working under the assumption that if one person has an issue with something we’re doing, others will probably have similar issues.
 
Resolving Issues
When addressing issues, the team will take one of the following actions:
  • Deal with it directly – if it is under our charter and mandate.
  • Assign it to a sub-group to work on. Some issues may need to be worked “off line” by a sub-group convened to work on the issue.
  • Refer issue to another, more appropriate, group within ODOT to work on the issue.
  • Break the issues into component parts. Work out those that belong with this group and refer the remaining parts to appropriate other groups for resolution.
Tracking and Communicating
We will type up notes from each meeting. And, ongoing issues will be tracked using an Issues Log type of format. On request, we will present to or prepare reports for the TS Management Team or Technical Leadership Team to keep them informed of our activities and decisions.
 
Time Commitment/Expectations
The time commitment will be 5-10 hours per month, with additional time required to follow-up on specific items, as needed.
 
Meeting Frequency/Location
The TTT will meet monthly, after start-up activities are completed. Meeting location will most often be in the T-Bldg on the 2nd floor.
 
Visitors
Visitors are welcome. 
 
Substitutes/Alternate Membership
If a standing member is unable to attend, a substitute may attend in his/her place. It is the responsibility of the standing member to brief the substitute sufficiently prior to the meeting so that he/she will be up to speed on topics under discussion. Substitutes will have the full voting power of the standing member and will represent his/her views at the meeting.
