MUTCD & Oregon Supplement to the MUTCD
/ODOT/HWY/TRAFFIC-ROADWAY/PublishingImages/coversml.jpgTraffic control devices installed on highways within the State of Oregon are required to conform to the Manual on Uniform Traffic Control Devices (MUTCD), published by the Federal Highway Administration (FHWA). The list of highways that are required to conform to the MUTCD includes all state highways and public roadways under the jurisdiction of cities and counties within the State of Oregon. This requirement is established by Oregon Revised Statute (ORS) (see ORS 810.200) and Oregon Administrative Rule (OAR) (see OAR 734-020-0005). The current version of the MUTCD officially adopted in Oregon is the 2009 Edition.

Oregon Supplement to MUTCD
/ODOT/HWY/TRAFFIC-ROADWAY/PublishingImages/coversml.jpgDeviations to the MUTCD are published in the Oregon Supplement to the MUTCD and made for justifiable reasons such as instances where Oregon law deviates from the MUTCD. These deviations are adopted through the OAR process and by approval of the FHWA. The current document supplements the 2009 Edition of the MUTCD. Both the Oregon Supplement and the MUTCD need to be consulted when researching traffic control issues.

Temp Traffic Control Handbook
The Oregon Temporary Traffic Control Handbook (OTTCH) provides a reference for the principles and standards for temporary traffic control zones in place continuously for three days or less on public roads in Oregon. It is based on the principles set forth in Part 6 of the Manual on Uniform Traffic Control Devices and is officially recognized as the standard for temporary traffic control zones of three days or less in Oregon in accordance with OAR 734-020-0005. The current edition is the December 2011 edition. 

FHWA Interim Approvals
Between revisions to the MUTCD, FHWA periodically issues new guidance related to new traffic control devices in the form of an Interim Approval (IA). The new devices must be installed and operated under the direction and conditions listed in the IA.  All jurisdictions in Oregon have been approved to use the following devices under an IA:   
Road authorities are reminded that a condition of the IA is for Oregon to keep a listing of all the locations where the new devices are installed.  Road authorities are asked to send this information to ODOT at the time of installation. Contact Gary Obery for more information on FHWA Interim Approvals.

2009 MUTCD Status Updates

FHWA issued a final rule on December 16, 2009 releasing the 2009 Edition of the MUTCD. This edition is officially known as the "MUTCD--2009 Edition" and includes several changes from the 2003 Edition. The release of the MUTCD--2009 Edition has brought up several questions and concerns that are answered in a FAQ format below:
Q1: Can ODOT and local agencies start using the MUTCD--2009 Edition as the official MUTCD for Oregon?
A: Yes. The MUTCD - 2009 Edition was officially adopted for Oregon on December 21, 2011.  FHWA gives States up to 2 years from the issue of a final ruling to adopt the federal MUTCD and any State Supplements as the official MUTCD for the State. This is a lengthy process that involves extensive review of all changes to the MUTCD by the Oregon Traffic Control Devices Committee (OTCDC) and suggestions for Oregon specific deviations to be included in the Oregon Supplement to the MUTCD--2009 Edition. Then the entire package including the federal MUTCD, Oregon Supplement to the MUTCD--2009 Edition, and Oregon Temporary Traffic Control Handbook went before the Oregon Transportation Commission (OTC) for adoption in accordance with Oregon Revised Statute (ORS) 810.200 and Oregon Administrative Rule (OAR) 734-020-0005.  
Q2: How can I get involved in the review process for issues concerning the MUTCD--2009 Edition, Oregon Supplement to the MUTCD--2009 Edition, and update to the Oregon Temporary Traffic Control Handbook?
A: Attend Oregon Traffic Control Devices Committee (OTCDC) meetings which will act as the official review committee for the MUTCD--2009 Edition and all related documents. Meeting schedules and minutes are posted at the Traffic Control Devices Committee web page.  
Q3: Can I download the MUTCD--2009 Edition and how can I obtain printed copies?
A: You can view the new edition at http://mutcd.fhwa.dot.gov/in both HTML and PDF formats. Printed copies of the MUTCD and cost information are available from the American Association of State Highway and Transportation Officials (AASHTO), the Institute of Transportation Engineers (ITE), and the American Traffic Safety Services Association (ATSSA).
