Flashing Yellow Arrow Signals and Information

Flashing Yellow Arrow Brochure - A Brochure Explaining the NEW Flashing Yellow Left-Turn Arrow Signals (Protected/ Permissive)

The Oregon Department of Transportation and several other jurisdictions are among some of the first in the United States to implement a new flashing yellow arrow left-turn signal light at intersections where, in the past, circular green signal lights were used. Both types of signal lights direct motorists to turn left after yielding to oncoming traffic.
ODOT's Letter to Cities Regarding Interim Approval - Interim Approval for the optional use of a flashing yellow arrow (FYA) signal indication as the signal display for left-turn movements during permissive turn intervals at signalized locations. Interim Approval allows interim use, pending official rulemaking, of a new traffic control device, a revision to the application or manner of use of an existing traffic control device, or a provision not specifically described in the MUTCD.
Interim Approval Notice From FHWA - The Federal Highway Administration (FHWA) recently issued an interim approval to all road authorities in the State of Oregon to utilize the Flashing Yellow Arrow (FYA) display for protected/permissive left turns. This interim approval allows local, county, and state jurisdictions to install the FYA per operational and design guidelines detailed in a memorandum from FHWA dated March 20, 2006. The interim approval eliminates the requirement to request approval from FHWA for the operation of the FYA as an experimental device.
