OAR Rule Making Process-Traffic Signals
Overview

The Oregon Administrative Rules Making process is being spearheaded in the Technical Services of Oregon Department of Transportation. The objective of updating the designated OARs is to remove the technical information while maintaining the authorities listed within the OARs.  The removed technical information will be placed into its corresponding manual (i.e. the Traffic Signal Policy and Guidelines or the Traffic Manual). This process will also include updating the Traffic Signal Policy and Guidelines.

Statement of Work
 

The business need for the Agency is to meet the legal requirement and adhere to all government regulations. All authority must have the proper delegation throughout Oregon Revised Statutes and Oregon Administrative Rules. All Traffic Signal related Oregon Administrative Rules will be made current with this Oregon Rules Making process. Lower level policy and technical information will be amended or repealed from the Oregon Administrative Rules.
 
Organize, propose, write and submit Traffic Signals OAR updates through the Rules Making process for selected OARs in Chapter 734 - Division 20. Condense the OARs to critical authority issues and relegate lower level policy, procedures, and practicies to ODOT manuals. Update the Traffic Signal Policy and Guidelines manual with the implementation of the OARs. Submit the appropriate recommended changes for other manuals, e.g. Traffic Manual to the technical owner.
