Post-Construction Mitigation Monitoring
Introduction
The Department of State Lands (DSL) and the U.S. Army Corps of Engineers require post-construction monitoring for all wetland and/or waterway mitigation sites.  The years of monitoring required varies by site, but usually is a minimum of 5 years.  Some permits require that a mitigation site be monitored until successful, which could be more or less than the usual 5-years.  Refer to project-specific permit conditions to determine monitoring requirements.   

As-Built Reports
Post-Construction as-built reports are required by DSL (OAR 141-085-0151(2)(a)) and the Corps to verify that sites are constructed as proposed in permits. For sites that were constructed as proposed in the application, use the As Built Report Templateand submit to DSL and the Corps via email, with a copy to the ODOT Wetlands Program Coordinator.  For mitigation sites that deviated from the proposed plan use the Modified As-Built Template
 
If revised drawings are included the agencies may require hard copies.

Annual Wetland Mit. Monitoring
The following documents have been developed to meet ODOT needs and DSL and Corps requirements.
 

  Monitoring Report Checklist:  this checklist is available to ensure adequate information is provided to support ODOT tracking needs and state and federal regulations, and for QC reviewers.
  Cover Letter Template: use of this helps to ensure your report goes to the appropriate regulatory agency staff. 
  Wetland Mitigation Monitoring Report Template: meets requirements of the Corps of Engineers (RGL No. 06-03), and the Dept. of State Lands (OAR 141-085-0151(2)(b)(A-G). It should be submitted in the exact order as provided here. 
Submittal Procedures: ODOT-developed procedures for submitting annual monitoring reports to DSL, the Corps, and Geo-Environmental Section.
This template includes the following forms:
   Mitigation Monitoring Report Summary Form: form developed by ODOT and DSL and is required by DSL. 
   Mitigation Data Form: is required by DSL to be submitted in the mitigation plan.  It provides date that both the Corps and DSL require in monitoring reports.  Copy the form from the mitigation plan and provide it in the monitoring report.
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 

Logistics for ODOT Staff

  Mitigation Monitoring, Maintenance & Remediation Charge Accounts (EA’s): provides a list of the appropriate charge accounts for different post-construction mitigation activities. 
  Site Maintenance and Corrective Action Plan: required for maintenance costs that exceed $5,000 or to obtain remediation funds.  Submit to the Wetlands Program Coordinator for review and approval.  Once approved a project EA will be set up for associated charges.
