Bus and Bus Facilities (Section 5309)
About
The Bus and Bus Facilities program provides capital assistance for new and replacement buses, other rolling stock and equipment and bus facilities. Vehicle preventive maintenance is also eligible in this program. Equipment includes vehicle equipment such as mobile radios, supervisory vehicles, fare boxes, computers, shop equipment and Intelligent Transportation Systems (ITS). Bus facilities include maintenance and administrative facilities, transfer and park-and-ride lots, passenger amenities, passenger shelters, bus stop signs and bus terminals/stations.
 
This program allows direct Federal Transit Administration (FTA) grant recipients (urban areas with populations of 50,000 or more) and states, on behalf of rural subrecipients, to apply for projects. Opportunities are announced when funds are appropriated by Congress. PTD solicits for projects from rural Oregon public transportation providers and applies for federal funds through FTA’s online system.
 
Eligible rural subrecipients are public agencies, including Tribal governments, and private nonprofit organizations, and private for-profit companies engaged in public transportation.

  • State of Good Repair annual award for replacement and repair of existing infrastructure and capital. Federal fiscal year 2011 projects were submitted in July 2011 by ODOT PTD on behalf of rural transit agencies. Once the Federal Register Notice is published, ODOT will apply for the funds for rural projects approved in the initial screening process. The anticipated schedule is for awards to be approved and grant agreements written in late fall of 2011.
  • TIGER awards for projects that create economic development and sustainability.
  • TIGGER awards for projects that create energy and greenhouse gas reduction improvements. Applications were due to FTA by August 23, 2011.
  • Veteran’s Transportation and Community Living Initiative is a new solicitation for projects due September 16, 2011, via Grants.gov. The solicitation is for projects with an emphasis on “One-Call, One-Click” call centers for improving access to veterans, the military, and their families. This solicitation DOES NOT include vehicles, and while there is a mobility management component, no operating expenses are allowed. See the link below:

Projects Awarded:
 
Federal fiscal year 2010 awards to ODOT PTD for rural transit agencies in the State of Good Repair included 31 vehicles with a total cost of $3,000,000. A list of the projects is available at the link below:
