Regional Transit Coordinators


Transit Region 1 - Sherrin Coleman
Sherrin Coleman joined PTD in 2003. Her most recent role in PTD was Statewide Transit Planning Program Manager. Sherrin has managed paratransit as well as general transit systems in Southern Oregon. Her career in public transportation spans twenty-three years. She has expertise in planning (rural and urban), ADA, Title VI, DBE, civil rights, operations, capital, finance, legal, NEMT brokerages, coordination, system design, and federal transit requirements.

Transit Region 2A - Jean Palmateer

Jean Palmateer joined PTD in 1991. In her former role, Special Transportation Program Manager, she managed the State’s investment of $22 million in funds primarily targeted toward the elderly and people with disabilities. She also managed two federally funded programs: Job Access/Reverse Commute (for transportation needs of low-income workers) and New Freedom (for transportation needs of people with disabilities) and was in charge of the Coordinated Public Transit–Human Service Plans (prepared and adopted by the state’s 42 STF Agencies by requirement.) Jean has expertise in many areas, including finance, legal, ADA, operations, planning, drug and alcohol compliance, and federal transit requirements. She especially enjoys working in the field with local government, human service programs and transit agencies to find and develop opportunities to build locally-defined, regionally-connected transit services that benefit all citizens. Jean’s educational history includes Psychology, Nursing and Graphic Arts at the University of Oregon, a broad education that served as a great introduction to working in Head Start and long term care, which, in turn, became a path to public transit work.

Transit Region 2B - Dave Galati

Dave Galati joined PTD in 2012. In 2008, he joined ODOT as a Program Manager within the Local Government Section of the Highway Division’s Transportation Program Office (which reorganized and became part of the Active Transportation Section within the Transportation Development Division.) For the last four years, as program manager and grant administrator, he provided oversight for projects funded through the American Recovery and Reinvestment Act (ARRA), Congestion Mitigation and Air Quality Improvement Program (CMAQ), Safe Routes to School Program (SRTS), and the ConnectOregon III Rural Airports Program (CO3RA). Dave previously worked for the Oregon Building Codes Division as Regional Program Services Manager, providing administrative oversight for statewide collaboration on projects and for the initial development of a comprehensive electronic permitting system. Between 1986 and 2006, he served as Executive Director for three regional Councils of Government, including almost ten years with the Mid-Willamette Valley Council of Governments in Salem, Oregon. He managed a three-year major airport relocation project and facilitated multi-jurisdictional strategic planning projects, establishing partnerships with other agencies to promote intergovernmental cooperation and conserve financial resources through economies of scale. Dave also supervised planning staffs involved in land use, transportation, and economic and small-business development during his 26 years in the public sector. Dave is an advocate for volunteerism and community service.

Transit Region 3 - Alison Wiley

Alison Wiley joined PTD in 2008. She worked at Westside Transportation Alliance prior to becoming PTD’s Transportation Options Program Manager, where she collaborated with agencies statewide to promote transit ridership and pedestrian, cycling, and vanpool and carpool travel, including work in the Drive Less Connect program. Alison has additional expertise in energy conservation and marketing for behavior changes and has taught college classes, been an alcohol/drug counselor, and worked as an emergency medical technician. She has been a transit user and enthusiast since arriving in Oregon in 1989, and she and her husband currently live near a frequent transit line and a bike lane. Those transportation modes, plus carpooling and teleworking, let them own just one car while leading active lives. Alison loves Southern Oregon and is excited to be promoted to the role of Regional Transit Coordinator.

Transit Region 4 - Joni Bramlett

Joni Bramlett joined PTD in 2003. She worked for Bonneville Power Administration (a federal agency) for 12 years. Her federal career included five years in the electric energy building conservation program and more than two years as editor of the monthly newsletter. Joni re-entered State government in 1999, working for the State Board of Tax Practitioners as the exam and education coordinator. She transitioned to the Department of Revenue in 2002, then joined PTD as the Capital Program Manager, attending the 2003 Oregon Transit Association conference her first day. She has expertise in management of multiple program projects including the 5310 program, STP transfers to FTA, 5309/State of Good Repair, Mass Transit Vehicle Replacement Program, facilities, capital transit projects, transit system safety and security, vehicle procurement, maintenance/asset management for all capital, public transit programs and compliance areas, and STIP issues. Joni is excited to return to central Oregon.

Transit Region 5 - Robin Phillips

Robin Phillips re-joined PTD in 2012. Robin originally began her transportation career at ODOT after working as a trial attorney for US Department of Justice. As the Intercity Program Manager, she developed policy and implemented ODOT’s multimodal intercity bus program. Later, at WSDOT, Robin lead the Interagency Transportation Coordination Council and worked closely with MPOs, transit districts, private operators, and agency executives to implement coordinated planning and pilot projects and to identify successful coordination strategies. She spent the previous five years in Washington DC working with public/private partnerships, mobility management, advocacy on motor coach safety, and multimodal and rural transportation development, including reauthorization.
