The New Freedom (§5317) program supports projects benefiting individuals with disabilities that go “beyond the ADA”. In other words, for projects that enable greater access to transportation services than is required by the Americans with Disabilities Act. Oregon receives an annual apportionment by formula from Congress for the small urban (population between 50,000 and 200,000) and for the rural areas of the state. (Large urban areas receive funds directly from the FTA.) PTD allocates the funds through a biennial discretionary grant process. Eligible subrecipients are counties, mass transit districts, transportation districts, transportation service districts, Indian tribal governments, cities, councils of government, and private nonprofit organization. Private companies may only participate through purchase of service agreements with an eligible subrecipient. All projects funded with §5317 funds must be derived from a locally developed coordinated public transit-human service transportation plan, called in Oregon, “the Coordinated Plan”.
