Statewide Transportation Strategy (STS)
Background and Overview
Electric CarThe Statewide Transportation Strategy (STS) is a long-term vision, looking out to the year 2050, to help reduce transportation-related greenhouse gas (GHG) emissions and to increase our region’s energy security and overall prosperity through prudent, integrated transportation and land use planning.
 
The STS is part of a larger effort known as the Oregon Sustainable Transportation Initiative (OSTI), an integrated statewide effort to reduce GHG emissions from Oregon’s transportation sector. The effort is the result of two bills passed by the Oregon Legislature, House Bill 2001  (2009) and Senate Bill 1059 (2010), which were crafted to help the state meet its 2050 goal of reducing greenhouse gases.
 
The STS was developed over the course of 18 months involving extensive research and technical analysis, as well as policy direction and technical input from local governments, industry representatives, metropolitan planning organizations (MPOs), state agencies and others.
 
The STS is intended to identify the most effective GHG emissions reduction strategies (transportation systems, vehicle and fuel technologies and urban land use patterns) in three key travel markets: ground passenger and commercial services, freight transportation, and air passenger movement. These strategies will serve as the best tools available to help meet the state’s goals while supporting other societal goals such as livable communities, economic vitality and public health. The STS is neither directive nor regulatory, but rather points to promising approaches that should be further considered by policymakers at the state, regional, and local levels.

The Draft STS is now available for public review and comment.
 

Public Involvement and Outreach
ODOT staff will conduct public outreach for the Draft STS to interested stakeholder groups and agencies throughout Oregon in May-July. Public outreach will be followed by an OTC public hearing, expected to occur in July 2012. Staff will then address public comments and finalize the STS.  OTC adoption of the final STS is anticipated to occur in fall 2012.

Schedule
As summarized below and illustrated in the following graphic, the STS will be developed in three phases:
  • Phase I is the development of the STS document and conducting public outreach. This phase will be completed when the OTC adopts the STS in fall 2012.
     
  • Phase II is the development of a plan that defines specific implementation actions and clarifies institutional roles and responsibilities. This phase also includes a more detailed assessment and analysis of potential economic impacts and opportunities. Phase II is anticipated to start in fall 2012 and continue for approximately one year.
     
  • Phase III is the monitoring and adjustment phase which includes the tracking of performance measures over time and the periodic assessment and modification of the STS and timelines as elements of the STS are implemented. Phase III is anticipated to begin in fall 2013 and will be an on-going process.
