The Long Range Planning Unit produces the Oregon Transportation Plan, the Oregon Highway Plan and coordinates with other long-range statewide planning efforts. The statewide plans look at each mode or topic specifically as it relates to the policies identified in the Oregon Transportation Plan.
 
The Transportation and Growth Management Program is a joint effort of the Oregon Department of Transportation (ODOT) and the Department of Land Conservation and Development (DLCD) to integrate transportation and land use planning. The program´s focus is to plan for livable communities connected by an efficient transportation network that provides convenient options for travel and commerce. The program provides funding and planning guidance to local jurisdictions as they develop transportation system plans.
 
Transportation planners, located in the ODOT Regions, are responsible for various long range planning activities including the development of facility plans, such as Interchange Management Plans and Refinement Plans, as well as working with local jurisdictions in the development of city and county Transportation Plans and Regional Transportation Plans. Public Involvement Policy - Public Review and Comments (4/28/08 - 06/11/08)
The Oregon Transportation Commission (OTC) and the Oregon Department of Transportation (ODOT) are seeking public comments on their Public Involvement Policy Update (last adopted in 1994).
 
The update is needed to meet federal and state public participation requirements in carrying out statewide transportation planning processes (updates of long-range plans including the Oregon Transportation Plan, The Oregon Highway Plan, mode and topic plans and the Statewide Transportation Improvement Program (STIP). It is also intended to provide a base OTC policy for all ODOT public involvement that helps implement the Oregon Transportation Plan, Goal 7, Coordination Communication, and Cooperation, particularly, Policy 7.3 Public Involvement.  It re-commits the OTC and ODOT to providing for meaningful involvement from the public. The implementation actions that accompany the policy statement are intended to ensure that the basic processes for public involvement also meet the existing state rules such as those for State Agency Coordination.
 
This public involvement policy draft is now available on-line for comments. The comment period for the public review draft runs from April 28, 2008 through June 11, 2008.
 
This update does not describe all of ODOT’s public involvement procedures. Many sections and units within ODOT conduct public involvement and/or public outreach, using processes unique to their needs. Those sections and units will continue to refine their specific procedures building on these core requirements.

The Oregon Transportation Commission will review comments received from this public review period. The final draft of the policy will be submitted for adoption to the OTC  in the summer of 2008.
