Citizen's Primer Brochure and User's Guide
The Citizen's Primer and STIP Users’ Guide were developed for prior STIPs, so they do not reflect the new Enhance and Fix-It process or recent transportation authorization (MAP-21) changes. However, they do contain useful background information about the STIP.
