Congestion Management
CongestionOregon´s statewide Congestion Management Program provides information on transportation system performance related to traffic congestion. This information is intended to help decision-makers identify, select and implement cost-effective ways to manage transportation facilities that alleviate traffic congestion and enhance mobility of people and goods. Select this link for congestion management references
 
This activity is being coordinated with related traffic monitoring and analysis activities in the Oregon Department of Transportation including the Transportation and Land Use Model Integration Program.

Highway Needs Analysis
For forecasting highway needs, the Transportation Planning Analysis Unit uses the Highway Economic Requirements System - State Version (HERS-ST) software that the Federal Highway Administration provides.
 
HERS-ST simulates infrastructure improvements for modeling highways by comparing the relative costs and benefits associated with alternative improvement options.
 
The state highway system is evaluated for deficiencies based on user defined criteria. Once deficiencies are identified, improvements are simulated based on economical principles. The modeling analysis is controlled based on the funding level and/or number of future years analyzed.
