PAYMENT AMOUNTS.—Each payment under this section shall be—
(1) in the case of an eligible person who is not a U.S. citizen, $9,000; and
(2) in the case of an eligible person who is a U.S. citizen, $15,000.

Homeowner Assistance
Wounded Warriors in Transition & Surviving Spouses of Fallen Warriors may apply to the Homeowners Assistance Program using DD Form 1607. Part III, Section IV of the form must be completed by your personnel officer. In addition, you must submit a variety of documents to show evidence of property ownership, your occupancy dates, your assignment orders, your efforts to sell the home (whether it was sold), and mortgage details.

Travel Reimbursement Increase
In January 2009, mileage reimbursements were increased to 41.5 cents per mile for travel by service-disabled and low-income veterans who are receiving care at VA facilities, and for compensation and pension examinations. 160;

Health Care and Medical Facilities
Veterans: Job-loss or Financial Hardship
For veterans struggling financially due to a job loss or decreased income, the Department of Veterans Affairs (VA) offers an assortment of programs that can relieve the costs of health care or provide care at no cost. Veterans whose previous income was ruled too high for VA health care may be able to enter the VA system based upon a hardship if their current year’s income is projected to fall below federal income thresholds due to a job loss, separation from military service or some other financial setback.

VA Medical Facilities
For an additional amount for "Medical Facilities" for non-recurring maintenance, including energy projects, $1 million, to remain available until Sept. 30, 2010: Provided, That not later than 30 days after the date of enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Appropriations of both Houses of Congress an expenditure plan for funds provided under this heading.

Grants for Extended Care Facilities
For an additional amount for "Grants for Construction of State Extended Care Facilities", $150 million, to remain available until Sept. 30, 2010, for grants to assist states to acquire or construct state nursing home and domiciliary facilities and to remodel, modify, or alter existing hospital, nursing home, and domiciliary facilities in state homes, for furnishing care to veterans as authorized by sections 8131 through 8137 of title 38, United States Code.

Disability Claims Processing Surge
For an additional amount for "General Operating Expenses", $150 million, to remain available until Sept. 30, 2010, for additional expenses related to hiring and training temporary surge claims processors.

Unemployed Veterans
SEC. 1221. INCENTIVES TO HIRE UNEMPLOYED VETERANS
 
‘‘(14) CREDIT ALLOWED FOR UNEMPLOYED VETERANS HIRED IN 2009 OR 2010.—
‘‘(A) IN GENERAL.—Any unemployed veteran who begins work for the employer during 2009 or 2010 shall be treated as a member of a targeted group for purposes of this subpart.
‘‘(B) DEFINITIONS.—For purposes of this paragraph—
‘‘(i) UNEMPLOYED VETERAN.—The term ‘unemployed veteran’ means any veteran (as defined in paragraph (3)(B), determined without regard to clause (ii) thereof) who is certified by the designated local agency as—
‘‘(I) having been discharged or released from active duty in the Armed Forces at any time during
the 5-year period ending on the hiring date, and
‘‘(II) being in receipt of unemployment compensation under State or Federal law for not less
than 4 weeks during the 1-year period ending on the hiring date.

For an additional amount for "Office of Inspector General," $1 million, to remain available until Sept. 30, 2011, for oversight and audit of programs, grants and projects funded under this title.
 
INFORMATION TECHNOLOGY SYSTEMS
For an additional amount for "Information Technology Systems", $50 million, to remain available until Sept. 30, 2010, for the Veterans Benefits Administration: Provided, That not later than 30 days after the enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Appropriations of both Houses of Congress an expenditure plan for funds provided under this heading.
 
NATIONAL CEMETERY ADMINISTRATION
For an additional amount for "National Cemetery Administration" for monument and memorial repairs, including energy projects, $50 million, to remain available until Sept. 30, 2010: Provided, that not later than 30 days after the date of enactment of this Act, the Secretary of Veterans Affairs shall submit to the Committees on Appropriations of both Houses of Congress an expenditure plan for funds provided under this heading.
