Advisory Committee to the ODVA
About the Committee
The Advisory Committee to the Oregon Department of Veterans’ Affairs (ODVA) is a group of nine military veterans who have been appointed by the Governor to provide counsel to the ODVA Director on all veterans’ issues and concerns in the state. The Advisory Committee is fortunate to have volunteer members who bring diverse talents and experiences to the table from every generation of veterans and communities across this state.
As an Advisory Committee, we must be informed by the broader veterans’ community that we serve.  As such, we invite all Oregon veterans, their families and our partners to attend and participate in the quarterly meetings held across the state.

Quarterly Public Meetings
The Advisory Committee's public meetings are held quarterly on the first Wednesday in March, June, September and December. 
To request a place on the next agenda or to suggest an issue to be discussed, please email vaac@odva.state.or.us  or call 503-373-2383 and provide the following information: Name, Organization (if applicable), preferred contact information (email, phone), which quarterly meeting you are requesting agenda time, and the issue you would like discussed and possible action recommendations.  While every item will not make our agenda, your input is essential in shaping our work.  In addition, we always reserve time at our meetings for public comment.

Dennis G. Guthrie
Term(s):       07/01/2012 – 06/30/2016
Raised in Portland, Dennis is a 6th generation Oregonian and has lived in Redmond for the last 40 years. Dennis enlisted in the U.S. Army in 1967 and volunteered to serve in Vietnam after completing Airborne and Special Forces Medical Training. He served as Head Company Field Medic with the First Cavalry Division, volunteered for Medevac, and is the recipient of the Silver Star and Bronze Star (Valor) among other awards. Dennis is a Veterans of Foreign Wars Past Department Commander for Oregon and has served in numerous national VFW positions, most recently as Vice-Chairman and member of the National Legislative Committee.

Rosa M. Macias
Term(s):       04/01/2016 – 03/31/2020
Rosa was born in the Dominican Republic, but spent most of her teen years living in Pennsylvania and New York City. She served in the U.S. Marines (1995-1999) and U.S. Marine Corps Reserve (1999-2001) as an Aviation Supply Clerk. She began working at the Salem Vet Center in 2005 and became the Veterans Outreach Coordinator in 2013. Rosa is an executive member of Serving Our Veterans At Home (SOVAH) and leads the annual efforts to coordinate the Mid-Willamette Valley Veterans Stand Down. 

Tony N. García
Term(s):       01/01/2015 – 12/31/2018
A graduate of Georgetown University and the University of Oregon, School of Law, Tony is an Oregon Army National Guard soldier and attorney. He was a Judge Advocate for the 41st Infantry Brigade and served as Chief Trial Counsel in Iraq to the 41st Brigade in 2009 on their largest deployment since WWII. Tony lives and works in Portland where he is a deputy city attorney for the City of Portland.


Kim Douthit
Term(s):       12/01/2015 – 11/30/2019
A former Washington County veteran service officer, Kim Douthit is currently the student veteran coordinator at Portland Community College's Sylvania campus. She served nearly four years as a Coast Guard officer from 2000 - 04 and as a work and family life consultant at the Navy Fleet Family Support Center in San Diego. She is pursuing a Masters in Communication and Leadership Studies from Gonzaga University.

Jon A. Mangis

Term(s):       10/01/2015 – 09/30/2019
Jon Mangis is a U.S. Air Force veteran who served in Vietnam and later retired from the Oregon Army National Guard. He was appointed as ODVA's director by Gov. Victor Atiyeh and served from 1985 - 2003. Mangis is the former president of the National Association of State Directors of Veterans' Affairs. He is still active on several boards and associations and is the director of the Vietnam Veterans of Oregon Memorial Fund.

John F. Howard
Term(s):       03/16/2016 – 03/15/2020
John served six years in the Navy Reserve as an enlisted sailor and NROTC midshipman, followed by 24 years of active commissioned service. He spent 10 years working in U.S. Representative Greg Walden's Medford office as his military and veterans constituent services representative. He currently serves as chairman of the Jackson County Veterans Advisory Committee.

Reynold Leno
Term(s):       03/16/2016 – 03/15/2020
Reynold is a lifelong Oregon resident and a Vietnam Veteran. He was elected to the Tribal Council of the Confederated Tribes of the Grand Ronde Community of Oregon in 1996 and serves as a member of the Veterans Committee. Reynold has served on the Board of Directors for Spirit Mountain Gaming, Inc., since 2002 and currently serves as the Chairman of the Board. He has also served as a Board member for the Spirit Mountain Community Fund since 2004. Reynold was an advocate for the Veterans Summit which now precedes the Tribe's Annual Veterans' Powwow in July of each year.

Michael A. Jones
Term(s):       12/01/2012 – 11/30/2016
Michael served in the United States Army from 1970 to 1973 and is the recipient of two Bronze Stars for his service in Vietnam. He is a local and state leader in the American Legion, as well as a member of the VFW and DAV. Michael and his wife live in Ontario.

Adolph "Val" Valfre, Jr.
Term(s):       03/16/2016 – 03/15/2020
Val is the Executive Director of the Housing Authority of Washington County and Director of the Washington County Department of Housing Services. He is also a Governor-appointed member of the State Housing Council. He previously served as the Executive Director of West Valley Housing Authority in Polk County, Oregon and as the Section 8 Administrator for the City of Tucson, Arizona. He served for nearly 25 years in the Air Force with duties as a C-141/B-52 instructor pilot and was awarded an Air Medal for in-theatre missions during the Vietnam War.
