Advisory Opinions
A Staff Opinion is an informal opinion that addresses only the application of Oregon Government Ethic law or Lobbying Regulation law to the facts stated in the request. Any relevant information, which was not included by the requester of this opinion in the stated facts, could completely change the outcome of this opinion. Other laws or requirements may also apply. The opinion does not exempt a public official from liability under the applicable law for any action or transaction carried out in accordance with the opinion. The opinion is the personal assessment of the executive director of the Oregon Government Ethics Commission. (opinion number contains an "S")
An Advisory Opinion is issued by the Oregon Government Ethics Commission pursuant to ORS 171.776 and ORS 244.280. A public official or business with which a public official is associated shall not be liable under Lobby Regulation law or Oregon Government Ethic law for any action or transaction carried out in accordance with this opinion. The opinion is limited to the facts set forth in the request. (opinion number contains an "A")

    • Historical Opinions- the Oregon Legislative Assembly has enacted a variety of laws affecting the Oregon Government Ethics Commission.  The opinions issued are based on versions of Oregon Government Ethics law that were in effect on the date the opinions were issued.  When revisions to ORS Chapter 244 become operative, the revisions have a substantive impact on how the law applies to the stated facts.  The following opinions are available for historical purposes only and are not intended for current application of law.
