The Healthy Kids Connect (HKC) program is a private market insurance program for Oregon children under the age of 19, whose families make more than 200% but less than 301% of the federal poverty level. These children are eligible for an insurance subsidy for specific HKC insurance plans. The member is responsible for a portion of the insurance, and the HKC program pays for the bulk of the premiums. HKC also provides subsidies for eligible HKC members who have Employer Sponsored Insurance (ESI) that meets federal guidelines. Families at or above 301% of the federal poverty level can still enroll, but will not be eligible for a subsidy.
