Public Comment Invited for Body Art Proposed Rules

​​Proposed rules for the Board of Electrologists and Body Art Practitioners were filed with the Secretary of State’s Office for publication in the October 2017 Oregon Bulletin.

About the board

On July 20, 2015, Gov. Kate Brown signed House Bill 2642. This bill created a Board of Certified Advanced Estheticians (Board) within the Health Licensing Office (HLO) to oversee the safe practice of advanced nonablative esthetics and to ensure that individuals who are practicing advanced nonablative esthetics are qualified to perform services on the public. Licensing in advanced esthetics began July 1, 2016.

The law requires that the Governor's Office appoint all nine members of the new board. HLO will work with the Governor's Office to obtain interest forms for board membership. Membership is made up of the following:

  • Five estheticians certified through the Board of Cosmetology with at least three years' experience practicing advanced nonablative esthetic procedures. (Once certification of advanced estheticians is in effect and when deemed appropriate by the Governor's Office, five certified advanced estheticians will be appointed.)
  • Two physicians or physician assistants licensed under ORS 677 or nurse practitioners licensed under ORS 678.375 to 678.390.
  • Two public members who are residents of Oregon
  • In addition, the section manager of the Radiation Protection Services section of the Oregon Health Authority, or the manager's designee, will serve as a nonvoting ex officio member.

Michelle Blackwell has been a practicing attorney for more than 20 years and is a shareholder of Blackwell Law. Michelle is a member of the Oregon, Washington, California and Idaho Bar Associations. Her practice focuses on litigation and resolution of disputes. She is a graduate of Indiana University and Valparaiso University School of Law. She is committed to contributing to the Board of Certified Advanced Estheticians in ensuring the highest levels of safety for consumers and supporting practitioners in their business considerations and executing their professional duties. Michelle is a member of the Rotary Club of Eugene and is an active community volunteer for a number of causes, including the campaign that completed the building of the Washington-Jefferson skatepark in Eugene.

Mary Nielsen

Mary Nielsen has been in the healthcare industry since 1978, giving her an in-depth history of the evolution and changes in the aesthetic market. A former owner of Flourish Skin and Laser, a thriving skin and laser clinic, Mary has worked as a technician and nurse, providing services to aesthetic clients. Since  2006, Mary has worked as a clinical trainer for Cutera lasers, providing education and training confidence to new laser operators in the Pacific Northwest and Canada. She is the owner and a primary educator at Spectrum Advanced Aesthetics Institute, a training center for advanced esthetics in the Portland area. She is a licensed esthetician in Oregon, Master Esthetician in Washington, Licensed Esthetic Instructor in Oregon and a nurse.

She is the author of several policy and procedure manuals for medical spas, and a contributing author to Day Spa magazine and Skin Inc.
 
In her spare time she enjoys being a grandma, hiking, fishing and camping with her hubby and family.

Jennifer Martin

Jennifer Martin has been involved with the beauty industry for 28 years. She graduated from Albany College of Beauty and has been certified in barbering, hair design, nail technology and esthetics. She completed her instructor training in 1989 at the Academy of Cosmetology Careers. Jennifer has been an educator and worked in the industry for more than 20 years. She has advanced training in chemical peels, facial massage and aromatherapy. She has been involved in redesigning the state cosmetology curriculum, served on item-writing committees for the HLO, and was the events coordinator for the Association of Oregon Cosmetology Colleges from 2002 to 2008. Jennifer holds a bachelor's degree in history from Oregon State University and has committed her time to tutoring, teaching and helping people be successful in the esthetics industry. Currently, Jennifer is employed at the College of Hair Design Careers as the administrative and financial aid assistant. In her spare time, she loves spending time with family and friends.

Jan Paquette

Jan Paquette received her nursing degree from Olympic Community College, her bachelor's degree in zoology from the University of Washington and her medical degree from the Chicago Medical School. She completed a surgical internship (including plastic surgery training) and her specialty training in emergency medicine at Oregon Health & Science University. Recently, she has focused her interest on medical esthetics, reconstructive cosmetics and promoting health in our largest and most visible organ, the skin. Along with her husband, John, she formed Medical Aesthetics at Mode and joined Mode du Jour in March 2013. Writing haiku, gardening, cooking and family events otherwise fill her days. Her goal is to provide safe, effective, affordable care and to meet and support the patient's esthetic vision.

Gordon Trone

Gordon Trone got his start in the esthetics business 15 years ago by assisting in the management of a true “European style Spa & Salon” and attending esthetics events and classes in and out of the country for several years. In 2010 he completed his initial broad laser training at the University of California, Irvine Campus, at the The Beckman Laser Institute presented by the American Society for Laser Medicine and Surgery Inc. or ASLMS.  Since that time, he has worked directly with lasers and IPLs completing thousands of successful treatments and gaining a large following of satisfied clients.

While desiring to know more about the science side of laser and other light-based treatments, in 2013 Gordon applied for testing and membership with the American Board of Laser Surgery (ABLS), a world-wide organization that offers a comprehensive board membership for all of the lasers used in esthetics and other professional ablative procedures. After successfully completing the rigorous written and verbal tests, he became an Associate Certified Laser Technician with the ABLS. Gordon continues to pursue new information on the latest technology in the area of esthetics and similar treatments as the field advances.
