Permanent Administrative Rules - Advanced Esthetics Device

​The Board of Certified Advanced Estheticians and the Health Licensing Office (HLO) filed permanent rules with the Oregon Secretary of State's Office on January 21, 2024, related to advanced esthetics devices. Permanent rules became effective on January 26, 2024.​

The 2021 Legislature passed HB 2970 (2021), which changed the scope of practice for estheticians and advanced estheticians and charged the Boards for each profession to work collaboratively to define the term “advanced esthetics device" during the rulemaking process.

About the board

On July 20, 2015, Gov. Kate Brown signed House Bill 2642. This bill created a Board of Certified Advanced Estheticians (Board) within the Health Licensing Office (HLO) to oversee the safe practice of advanced nonablative esthetics and to ensure that individuals who are practicing advanced nonablative esthetics are qualified to perform services on the public. Licensing in advanced esthetics began July 1, 2016.

The law requires that the Governor's Office appoint all nine members of the new board. HLO will work with the Governor's Office to obtain interest forms for board membership. Membership is made up of the following:

  • Five estheticians certified through the Board of Cosmetology with at least three years' experience practicing advanced nonablative esthetic procedures. (Once certification of advanced estheticians is in effect and when deemed appropriate by the Governor's Office, five certified advanced estheticians will be appointed.)
  • Two physicians or physician assistants licensed under ORS 677 or nurse practitioners licensed under ORS 678.375 to 678.390.
  • Two public members who are residents of Oregon
  • In addition, the section manager of the Radiation Protection Services section of the Oregon Health Authority, or the manager's designee, will serve as a nonvoting ex officio member.

Christy has been a salon owner and actively working in the industry since 1990. She purchased her first laser in 2008, and has a passion for non-invasive esthetics. She received her certification through the Laser Training Institute and has extensively increased her knowledge through private training with many of the industries leading medical professionals. Christy currently owns and operates Tres Chic, a full service salon and spa in Lake Oswego.
 

Jamie O'Neill

Jamie O'Neill is a licensed advanced esthetician and is certified on several different types of lasers. Jamie has been offering her highly skilled laser services, skin resurfacing, and body contouring for over 13 years in the Portland Metro area. She is also a board certified holistic health and nutrition practitioner and makeup artist.

Kimberly Canaday

​Kimberly is a board-certified adult nurse practitioner graduating with honors in 2009 from the University of California San Francisco with a Masters of Science degree. She has been a bachelor-prepared registered nurse since 2000. Prior to aesthetics, she had more than 12 years of experience in cardiology and 5 years in medical weight loss. She is certified in administering neuro-modulators, fillers, platelet-rich plasma, lasers, and other skin and body rejuvenation treatments. Kimberly has been practicing Medical Esthetics full-time for over 5 years.

In her spare time you will find her enjoying family, friends, and a good work out followed by good food and wine. Kimberly has a love for animals, especially her yellow lab. She is passionate about health promotion, wellness and prevention. Her goal is to help clients maintain and restore their natural beauty and confidence.

Kimberly Morris

Kimberly Robinson is a wife, mother, business owner, student, and advanced aesthetician. She was raised in Vancouver, Washington by a single mother and grew up with strong female role models. Kimberly graduated from Spectrum Advanced Aesthetics in 2016. After graduation she opened her own business in 2017, and has successfully run Skin Aesthetics and Laser, with the business growing in size each year.

Kimberly currently sits on the board of Spectrum Advanced Aesthetics as an advisor and is also a nursing student working on her Bachelor of Science in Nursing. After graduation, she plans to continue her education to obtain a master’s in nursing. She also stays busy raising two beautiful daughters as a single mother.

Olivia Gill

​Olivia embarked on her journey in the field of esthetics in 2014, driven by a keen interest in histology, physics, and skin health. As an Oregonian native, she grew up watching her mother, a key role model, own and operate a successful beauty salon. This served as inspiration, guiding Olivia to become a Certified Advanced Esthetician. Even in high school, she attended Health Licensing Office board meetings, contributing to Oregon’s decisions on the new CAE licensing.

After graduating from Spectrum Advanced Aesthetics in 2015, Olivia secured Oregon’s first Certified Advanced Aesthetics license. With over 8 years of expertise in laser treatments within dermatology and medical spas, she established her own laser clinic, Beam Aesthetics, in Lake Oswego in 2023. Specializing in promoting skin health, rejuvenation, and anti-aging through cutting-edge laser procedures, Olivia continues to thrive in her successful aesthetic practice.

Kristina Russ

​Kristina has over 15 years of experience in the day spa, resort spa and medical spa industries. She has opened resort spas, created wellness and holistic itineraries, and developed curricula for beauty schools. She has also launched training programs for advanced esthetic institutes, which included skin tightening and fat melting, expansive wavelengths for photofacials and laser hair removal, as well as treatments targeting acne and rosacea. Kristina holds an esthetics license and owns and operates Sense of Beauty LLC, a spa consulting business in Bend, Oregon. You can find Kristina using her property management license through a local real estate brokerage in her spare time, all while being a stage 4 cancer fighter and survivor!​
