Lynn Adams
Project Design Coordinator
Lynn joined the project in December 2011 as its design coordinator. She brings experience and expertise from both the private and public sectors to this position. Most recently she worked for the Oregon Housing and Community Services as the Block Grant Program Analyst responsible for managing the federally funded Community Services Block Grant. In this role, she worked closely with Oregon’s 17 community action agencies, Oregon’s statewide farm worker organization, federal partners, and the National Association of State Community Services Programs. She is a graduate of Washington State University.
Dawn Bass
Operations/ Budget Manager

Dawn is the project team's Operations/Budget Manager overseeing the accounting, budget, contracts and procurement, and fixtures, furnishings and equipment portions of operations, as well as the project’s support staff team. She has been with the Oregon Department of Human Services for more than 15 years and has been with the project since November 2007. Before joining the project, Dawn was a Senior Fiscal Analyst with Addictions and Mental Health. She has held other key positions within DHS, including Fund Allocation Coordinator with Seniors and People with Disabilities; Title XIX Specialist with SPD; and Quality Assurance Specialist with AMH.
Nancy Coddington
Contract Quality Coordinator, BHIP
Nancy is the Contract Quality Coordinator for the Behavioral Health Integration Project. She brings 27 years of experience and expertise to the project from her work within Oregon State Hospital, including assignments in purchasing and her role as an information services technician. Her years at the hospital have afforded her a wide range of experiences, including familiarization with different facets of clinical and administrative activities and programs. Most recently she worked as the business analyst for the AS400 Migration Project, becoming well-versed in many aspects of hospital operations.

Patricia Feeny
Communication Manager
Patricia has been an agency spokeswoman for the Oregon Department of Human Services/Oregon Health Authority since 1997. Her primary communication responsibilities are Oregon State Hospital, Blue Mountain Treatment and Recovery Center and the OSH Replacement Project. Patricia, who has a degree in journalism, has more than 24 years experience working with the news media, first as a newspaper reporter and later as a media spokeswoman and communication specialist for both Oregon Health & Science University and Providence Health System. She is currently on a job rotation with the OSH Replacement Project.
Cameron Haerer
Procurement and Contract Specialist
Cameron is the project team's procurement and contract specialist. He came to the project in November 2007 from the Florida Department of Transportation. During his 11-year-tenure, he was responsible for inspecting road and bridge construction, inventorying roadway features for maintenance budgeting, contracting administration, and championing Operations Center quality initiatives. As the Permits Manager his responsibilities included reviewing and approving right-of-way access, utility and use permits for 2.5 counties. Cameron served in the U.S. Navy for five years and fours years in the National Guard in Oregon and Florida. He holds a bachelor's of applied science degree in Project Acquisitions and Management with a focus in Quality Improvement.
Jill Horwatt
Accounting
Jill is a member of the project's accounting team and her responsibilities include reviewing and coding invoices and researching any discrepancies. Her background includes accounting experience in real estate and banking. This is her first job with state government. She comes to DHS from the private sector where she worked most recently as a mortgage loan analyst and was responsible for analyzing and underwriting commercial real estate loans (retail, industrial, office, and multi-family properties). She holds two degrees from Linfield College, a bachelor's in accounting and a bachelor's in social and behavioral sciences.
Janelle Jegglie
Business analyst, BHIP
Janelle is a Business Analyst within the Behavioral Health Integration Project team. She has been with the Oregon Department of Human Services since 1989. She brings more than 20 years of expertise and experience to the project from her work as a data specialist with Addictions and Mental Health Services. She has a lot of experience working with staff at OSH and Blue Mountain Recovery Center Medical Records resolving data issues and has worked extensively with the DHS community partners on the Client Process Monitoring System.
Jodie Jones
OSHRP Administrator
Jodie is the Administrator of the project. She came to the project in 2007 from Oregon Housing and Community Services where she was working as the acting manager. As a 25-year-veteran with the state, she has held a number of key positions, including Homeless Programs Coordinator, Energy Programs Coordinator, and Program Field Representative. Jodie holds a bachelor's in management from Linfield College and a bachelor's in zoology from Oregon State University.
Eric Jorgenson
Business Transition Analyst
Eric is a Business Transition Analyst for the Behavioral Health Integration Project. He will be working closely with the other business analysts on the team to ensure the transition to the new information system goes as smoothly as possible. He initially joined the OSH Replacement Project in 2007 as the Web designer and was charged with creating and implementing a project Web site. He graduated in 2007 with a degree in computer science from Oregon State University.back to top To top
Sandra Koelle
Project Manager, BHIP
Sandra is the project manager for the Behavioral Health Integration Project. She provides oversight and support to assure the smooth execution of the state hospital’s new electronic health record. Sandra brings experience to this role from both the public and private sectors and has worked in higher education, social services and with non-profit agencies. Her areas of expertise include program and resource development, project management and strategic planning. Sandra holds a bachelor’s degree from Pennsylvania State University and a master’s from Marylhurst University
Erika Loomis
Accountant
Erika began work at the Oregon Department of Human Services in October 2007 as the accountant for the OSH Replacement Project. As the accountant, she is responsible for tracking the actual costs of the project. She brings to her new role 25 years of accounting and internal auditing experience in numerous industries, including mining, manufacturing, gaming, utility, and banking. She comes to DHS from Phoenix, Ariz., where she was the Senior Accountant for Phelps Dodge Corp. (Copper Mining). She holds bachelor's and master's degrees in business administration from California's Menlo College and University of Nevada at Reno, respectively.
Kristoffer Scott
Kris joined the OSH Replacement Project in March 2009. He is the team's Fixtures, Furnishings and Equipment Coordinator as well as the Hospital's Liaison to the Salem Historic Landmarks Commission. In addition to 12 years service in the U.S. Navy as a technical supervisor, Kris has a wide range of professional experience including: quality control, aircraft electronics systems, low-voltage electrical contracting, data systems administration, marketing, recruiting and inventory control/management. He holds several IT and Telecommunications industry certifications which he trained for through Salt Lake Community College and Navy College.

Shawn Smith
Senior System Analyst, BHIP
Shawn is the Senior System Analyst with Behavioral Health Integration Project Team. Her professional experience includes work in both the private and public sector. She has been with the Oregon Department of Human Services for 18 years, mainly working with Computer Systems for the Oregon State Hospital. Before joining the project, she was a System Analyst for the Office of Information Services.
Kelly Stupfel
Administrative Specialist
Kelly joined the OSHRP as an administrative specialist in August 2011. She is a recent graduate of Corban University where she earned a bachelor’s degree in elementary education with a minor in biblical studies. Kelly’s professional experience includes work in the fields of social services and education, most recently as a receptionist for the Corban University’s Admissions Office. As an administrative specialist, her primary responsibilities are planning, supporting and organizing day-to-to-day operations for the Project Team. This is her first state assignment.

Leilani Tucker
Systems Architect, BHIP
Leilani, who has been with the Oregon Department of Humans Services since 1983, is the System Architect on the Behavioral Health Integration Project team. She brings to the project more than 25 years of experience supporting information systems within Addictions and Mental Health. Leilani is a member of the DHS Architecture Review Board, which is charged with enhancing the project connections with other DHS information systems. In 1983, Leilani was assigned to the team that implemented the current OP/RCS. Leilani holds a degree in elementary education and mathematics from University of Oregon.
Kayla VanHoose
Fixtures, Furnishings and Equipment Project Coordinator
Kayla has been with the OSH Replacement Project since July 2008. This is Kayla's first assignment with the State of Oregon. Her professional experience has been in the private sector where she worked as a supervisor in retail for more than six years. She also is part-owner of a Stayton-area business. Kayla is responsible for coordinating the ordering, delivery and distribution of all the new hospital’s fixtures, furnishings and equipment. She has expertise in special-event planning and photography. Currently, she is working toward a bachelor's degree in accounting.
Samantha Wixom
Administrative Specialist
Samantha joined the OSH Replacement Project in August 2009. This is her first job with the State of Oregon. In her role as an administrative specialist, her responsibilities include coordinating special events and supporting the ongoing work of the operations manager and the manager of the Behavioral Health Integration Project. Samantha brings a variety of professional and volunteer experience to the Project. Her background includes employment in finance, banking and retail.back to top To top
