Funding Types
  This Web page provides links to all standard OHCS funding applications for both community service and housing programs.
 
  Applicants for housing program funds must work with a Regional Advisor to the Department (RAD)  before any application submission.
 
Grant Funds
Focus: Alcohol and drug-free rental housing.

  Grant Program: Farmworker Housing Development Account (FWHDA)
  Who May Apply?
For-profit, local government entities, housing authorities, nonprofit agencies, nonprofit corporations, and private individuals or corporations, including agricultural growers or farm labor contractors.
 
Focus: Affordable rental housing.

Local government entities, housing authorities, nonprofits.

State agencies, local government entities, nonprofits, for-profit, housing authorities.

Focus: Energy efficiency insulation in multifamily housing.

For-profit, local government entities, nonprofits, private individuals or corporations.
 
Focus: Increase housing, create jobs, revitalize urban centers.
  Grant Program: Small Community Incentive Fund  (SCIF)
  Who May Apply?
For-profit, local government entities, nonprofits, private individuals or corporations. A minimum of 50% of resources awarded as loan and remainder as grants.
 
Loan Funds
Focus: Apartments, congregate care, residential care, assited living facilities and group care homes.
  Loan Program: Elderly & Disabled Loan Program (E & D)
  Who May Apply?
Nonprofit, for-profit, or government entity developers of affordable housing to Oregonians. Generally, the borrower must be a single-asset entity.
Focus: Multifamily rental housing.
  Loan Program: Lease Guarantee Program
  Who May Apply?
Sponsors and leasing companies
Focus: Multifamily rental housing.
  Loan Program: Loan Guarantee Program
  Who May Apply?
Individuals, partnerships, joint ventures, corporations, government entities, and any combination thereof and nonprofit, for-profit.
Focus: Assist MDP residents in joint ownership of their park.
  Loan Program: Manufactured Dwelling Park Purchase Program (MDPP)
  Who May Apply?
Qualified Facility Purchase Associate, a tenants association, or a tenants association supported nonprofit organization. 
Focus: Farmworker housing.
  Loan Program: Oregon Rural Rehabilitation Loan Program (ORR)

Nonprofit, for-profit, or government entities, including housing authorities.
Focus: Multifamily rental housing.
  Loan Program: Pass-Through Revenue Bond Financing Program (Conduit)

Nonprofit, for-profit, or government entities, including housing authorities.
Focus: Multifamily rental housing.
  Loan Program: Predevelopment Loan Program
  Who May Apply?
Nonprofit, for-profit, or government entities, including housing authorities.
Focus: Multifamily rental housing.
  Loan Program: Risk Sharing Loan Program
  Who May Apply?
Nonprofit, for-profit, or government entity developers of affordable housing to Oregonians. Generally, the borrower must be a single-asset entity.
Focus: Multifamily rental housing.
  Loan Program: Seed Money Advance Loan Program
  Who May Apply?
Nonprofit, for-profit, housing authorities, urban renewal agencies, city or county government entities.
Focus: Increase housing, create jobs, revitalize urban centers.
  Loan Program: Small Community Incentive Fund  (SCIF)
  Who May Apply?
For-profit, local government entities, nonprofits, private individuals or corporations. A minimum of 50% of resources awarded as loan and remainder as grants.
Tax Credits
Focus: Farmworker rental housing.
  Program:  Farmworker Housing Tax Credit Program
  Who May Apply?
Nonprofit, for-profit, or government entity developers of affordable housing to Oregonians. Generally, the borrower must be a single-asset entity.
Focus: Affordable Rental Housing
  Program: Low Income Housing Tax Credit Program
Who May Apply?
Individuals, corporations, partnerships, other legal entities.
Focus: Affordable Rental Housing
  Program: Oregon Affordable Housing Tax Credit Program
  Who May Apply?
Nonprofit, for-profit, state or local government entities, controlling partner in a limited partnership.
Applicants and Funded Housing
Applicants and Partners awarded with affordable housing funds.
