Background Information
Oregon Housing and Community Services moved to a new office location on September 12, 2003. The new building, called the North Mall Office Building (NMOB), is a pilot project under the Executive Order on Sustainability, and offered a chance to study new methods and options of a sustainable building.
 
The building provides office space for three state agencies: Oregon Housing and Community Services; Oregon Parks and Recreation Department; and Oregon Water Resources Department.

Sustainability Features
Site
  • Reuse and relocation of existing houses
  • Topsoil stored and reused on site
  • Storm water planters and "eco-roof" retain and improve storm water release
  • Reduced light pollution from site lighting

Energy & Atmosphere
  • Sunscreens control heat gain and glare and improves day lighting
  • Exposed concrete structure helps temper the interior
  • Energy efficient indirect and direct lighting for office areas
  • Access floor provides individual control of air distribution
  • Naturally ventilated atrium
  • Air conditioning refrigerant is free of harmful chemical compounds

Indoor Air Quality
  • An Indoor Air Quality Plan developed for construction and post-construction
  • Ventilation systems uses higher fresh air rates and has carbon dioxide and humidity controls
  • PVC (polyvinyl chloride) was reduced
  • Low volatile organic compounds (VOC) products were used
  • Foam insulation is formaldehyde-free

Materials & Resources
  • 75% of construction waste was recycled
  • High-percentage of fly ash (a waste by-product) used for concrete and paving around building
  • 50% recycled steel content
  • Interior finishes selected for recycled content
  • Toilet partitions are made from 100% recycled plastic
  • Carpet tiles have recycled content and are recyclable
  • A large portion of the systems furniture was reused
  • Locally mined and manufactured concrete and wood products
  • A percentage of wood products from sustainable sources

Water Efficiency
  • Efficient irrigation system that uses a non-potable source
  • Use-sensors in lavatories and water-closets
