| Annual Performance Measures THE ENDING HOMELESSNESS ADVISORY COUNCIL In April, 2006, Governor Ted Kulongoski issued an Executive Order, establishing the Ending Homelessness Advisory Council (EHAC), in order to serve as the State of Oregon’s homeless planning and advocacy entity; support local efforts to end homelessness; report on ending homelessness efforts and accomplishments to the legislature. The EHAC members represent all levels of state and local governments, housing and service providers, and other stakeholders whose expertise and experience provide leadership towards ending homelessness in Oregon.
