If you are aware of any health and safety issues at your HUD project-based subsidized property, which is in the HUD Contract Administration (HCA) Section portfolio, please call 1.800.453.5511, Monday through Friday, 8:00 a.m. to 5:00 p.m. You may view a list of the properties and the Contract Compliance Officer responsible for each site.
HCA staff will respond to the messages within:
- one hour of receipt for life threatening health and safety issues; and
- two business days of receipt for non-life threatening health and safety issues.
The HUD Contract Administration staff will refer to the Real Estate Assessment Center (REAC) Dictionary of Deficiency Definitions (DCD) Version 2.3 to assist in determining level of health and safety issues.
Health and safety issues may include:
- Air quality
- Mold and/or mildew observed
- Propane/natural gas/methane gas detected
- Sewer odor detected
- Electrical hazards-exposed wires/open panels/broken/missing face plates
- Water leaks on/near electrical equipment
- Plumbing equipment not functioning/toilets/drains/faucets
- Elevator non-functional/unreliable/dangerous
- Tripping hazards on the property or inside a residence
- Emergency/fire exits blocked/unuseable
- Missing/non-functional fire extinguishers
- Missing exit signs
- Flammable materials improperly stored
- Garbage and debris-accumulation of garbage and/or debris exceeding the capacity of the storage area, or not stored in an area sanctioned for such use (indoors/outdoors)
- Hazards
- General defects or hazards that pose risk of bodily injury
- Sharp edges
- Tripping
- Infestation
- Insects
- Rats/mice/vermin
- Rusty/impure water
- Leaking water-pipes/ceiling/walls
- Unsafe appliances/sparks/shorts/non-functional
- Entry doors or windows that won´t lock
- Broken windows or doors
