Continuing Education

Overview

To qualify for license renewal, licensees must complete approved continuing education requirements two years from the date of initial licensure and every two years thereafter:
  • Thirty (30) clock hours relevant to women’s health, neonatal, fetal or midwifery knowledge or care, ethics, communication, or professional development

  • Eight and a half (8.5) clock hours pertaining to legend drugs and devices (see below)

  • A licensee who has attended fewer than 10 births in the previous two years is required to take an additional 10 hours of continuing education specific to midwifery practice.

Legend Drugs & Devices

The required 8.5 hours in legend drugs and devices must include:
  • One hour in pharmacology

  • One half hour in administration of medications through injection

  • One hour in advanced treatment of shock

  • Three hours in intravenous therapy

  • Three hours in suturing
These subject areas are more fully covered in the Legend Drugs and Devices Continuing Education Curriculum.
 
The exception is neonatal resuscitation training, which is required annually upon renewal under OAR 332-015-0070(e).
 
Legend drugs and devices must be taught by a Midwifery Education and Accreditation Council (MEAC) accredited or pre-accredited school, the Oregon Midwifery Council or by an organization authorized by the board.

Providers & Pathways

Continuing education includes attendance or participation at an instructional program presented, recognized, or under the auspices of any approved permanently organized institution or professional organization or association.
  • Attendance at lectures, post-secondary school or postgraduate courses, scientific sessions at conventions, courses offered by an approved association or licensed/accredited school, classes or courses offered through an institution such as the American Red Cross, hospitals, health care clinics, correspondence courses or internet courses.

  • Continuing education relating to subject matter listed above may be also be obtained through research or teaching (provided that no more than half the required hours be in teaching).

  • Up to nine clock hours of continuing education relating to subject matter listed above may be completed through self-study and documented on forms provided by the agency.

Self-Attestation, Audits

Licensees must attest, or declare, they have met continuing education requirements upon license renewal and are subject to periodic audits specified in OAR 332-020-0015.
 
Applicants for license renewal must submit the completed renewal form, with their signature affixed as attestation to completion of required continuing education hours. Documentation of continuing education hours earned must be provided to the agency only when selected for audit.
 
OHLA will audit a select percentage of licensees to verify compliance with continuing education requirements. Practitioners notified of selection for audit of continuing education attestation must submit to the agency, within 30 calendar days from the date of notification, satisfactory evidence of participation in required continuing education.
 
If selected for audit, the licensee must provide documentation of the required continuing education, which must include:
  • Certificate of completion, official transcript, statement or affidavit from the sponsor attesting to attendance or other documentation approved by the agency

  • Name of sponsoring institution/association or organization

  • Title of presentation and description of content

  • Name of instructor or presenter

  • Date of attendance and duration in hours

  • Course agenda
If documentation of continuing education is incomplete, the licensee has 30 calendar days from the date of notice to submit further documentation to substantiate having completed the required continuing education.

Additional Requirements

  • Licensees failing to obtain the prescribed number of clock hours and/or complete appropriate continuing education content must reapply and meet requirements listed in OAR 332-015-0030.

  • Hours of continuing education that are obtained in "excess" of the minimum requirements will not be carried forward as credit for the subsequent license renewal reporting cycle.

  • Continuing education is required for renewal even if the direct entry midwife license has been inactive, revoked or suspended during that period.

  • Continuing education is required for renewal every two years even if the direct entry midwife license has been inactive during that period.

To obtain pre-approval of continuing education courses please submit a completed continuing education approval request form (below) to the Oregon Health Licensing Agency (OHLA).

First Aid and Blood Borne Pathogens Training
Blood borne pathogen courses must be compliant with U.S. Federal guidelines 29 CFR 1910.1030.
 
First aid and blood borne pathogen courses may be obtained through hands-on, online or blended course instruction provided under endorsement of the American Red Cross, Canadian Red Cross, American Heart Association, National Safety Council, American Safety and Health Institute, National Care and Safety Institute, Medic First Aid, providers listed with the Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS), and/or a provider (or course) specifically approved by OHLA.
