Position Statement Regarding C-PAP (Continuous Positive Airway Pressure) /
Bi-PAP (Bi-Level Positive Airway Pressure)

In an effort to clarify questions regarding C-PAP and Bi-PAP services, the Respiratory Therapist Licensing Board adopted the following policy at its October 29, 1999 board meeting:
Home Medical Equipment Companies
Persons working for a home medical equipment company are not required to be licensed as a respiratory care practitioner if they:
- Only deliver durable medical equipment to patients.
- Only assemble equipment and instruct in the use, safety, care of the equipment and this includes C-PAP/Bi-PAP/ for sleep apnea.
- Are not making clinical assessment including pulse oximetry or having clinical patient contact.
Persons working for durable medical companies are not allowed to make clinical assessments, apply the oxygen and/or set the flow or have any patient contact.
Home Medical Equipment Company Offering Respiratory Services
Home medical equipment companies offering clinical respiratory services must employ a licensed respiratory care practitioner to make clinical assessments, apply oxygen, set the oxygen flow and adjust the pressure setting for nocturnal ventilation.
Only licensed respiratory care practitioners are allowed to make clinical assessments, and have patient contact.
Anyone offering respiratory care services as listed in the statutes must be a licensed practitioner.
