GENERAL INFORMATION
Location of Employment: State of Oregon, Judicial Department, Multnomah Circuit Courts,1021 SW Fourth Avenue, Portland, OR 97204 -1123; Justice Center at 1120 SW 3rd Ave., Portland, OR 97204.
Salary: The Judicial Department's practice is to begin employees at the first pay step. However, a higher starting pay rate may be considered depending upon the applicant's current salary and benefits, education, and experience. For current non-temporary OJD employees, JDPR 4.03(3)(d) states that upon promotion an employee shall normally receive a one-step pay increase from the employee’s current pay rate (not including differentials under JDPR 4.07) to the next higher rate in the salary range to which the employee is promoted. JDPR 4.03(3)(e) states that upon transfer to another position with the same salary range, the transferring employee retains the same pay rate.
NOTE: Due to an extraordinary shortfall in the State of Oregon's budget, and in order to minimize the number of potential layoffs, the Oregon Judicial Department has implemented the following cost containment measures that apply to all OJD employees:
- There will be no across-the-board (cost of living) salary increases for the 2009-11 biennium, ending on June 30, 2011.
- Annual salary (merit) increases and end of trial service salary increases will be frozen for calendar year 2010, (i.e., January 1, through December 31).
- Each employee will be required to take mandatory furlough days without pay during the 22 month period from September 1, 2009 through June 30, 2011. The total number of furlough days for the period (10, 12, or 14) is determined by salary range and date of hire after September 1, 2009.
Benefit Package: Non-Management. The Judicial Department offers an attractive benefit plan which provides contributions toward Public Employees Benefit Board (PEBB) sponsored individual and family medical and dental insurance. The insurance contributions are pro-rated for part-time employees who work less than 80% of full-time. (Note: Effective January 1, 2010, insurance contributions will be pro-rated for part-time employees who work less than 100%.) Other benefits include paid holidays, and paid vacation, sick and personal leaves. Optional benefits include, life insurance, long and short term disability, long term care insurance, and participation in the Oregon Savings Growth Plan (deferred compensation). Retirement benefits include participation in the Public Employee Retirement System (PERS) or the Oregon Public Service Retirement Plan (OPSRP), depending on eligibility.
Bilingual Pay Differential: Some employees may be assigned to use bilingual skills in the regular performance of the employees’ duties. An employee, who, as assigned in writing by the administrative authority, uses bilingual skill(s) (including American Sign Language) in the performance of assigned duties and who passes the bilingual skill proficiency test(s) approved by the State Court Administrator, shall receive a monthly pay differential equal to an additional step for the duration of each assignment as determined by the administrative authority.

TO QUALIFY

You must have a bachelor’s degree from an accredited college or university with major coursework in business or public administration or a closely-related field, or three years of relevant experience.
Preference may be given to those with experience in a court system or legal environment.

JOB DUTIES
Typical job duties include, but are not limited to, the tasks listed below. Assigned tasks may be changed to accommodate work load and organizational needs.
Under the direction of the judge presiding over this program, the Trial Court Administrator, and a Deputy Trial Court Administrator.
This position exists as a member of the Family Court staff. The unit provides case management services to the Stephen B. Harrell Domestic Violence Reduction Program and the Child Support Court Program. This position will provide all case management services for the Child Support Court Program.
The person in this position manages the post trial process and services for defendants who are found in contempt of court for failure to pay child support. The case manager will be involved in all aspects of case monitoring after these cases are adjudicated by the court. Eligible cases will be assigned by the court to the case manager for coordination of programs and monitoring of compliance and completion of court ordered programs, and coordinating services with and through community service providers.
The position is responsible for keeping all statistics on participants and coordinates all aspects of program events. The position monitors program participants’ compliance through agency reports, periodic scheduled contact and court hearings. Analytical duties include determining the eligibility of program participants to move through the steps of the program to a final disposition, gathering data, compiling statistics and providing support on research objectives identified by the court and child support advisory committees.
The coordinator will assist in the development and dissemination of information and reports created and compiled for partner agencies and the court. The coordinator will also ensure that the program meets all grant compliance needs for the Division of Child Support, Department of Justice.

WORKING CONDITIONS
This is a full-time position and the work schedule currently is 8:00 a.m. to 5:00 p.m. It is eligible for overtime compensation
The following equipment may be used: telephone, personal computer, typewriter,
calculator, 10-key adding machine, and Microsoft Word, Lotus Notes, OJIN and Windows NT software, OTCMS, SWIS, Laserfische, and PPDS.
The position requires frequent phone and in-person contact with angry, hostile, confused, or frustrated people and contact with people from diverse backgrounds.
The position requires networking with community service providers.

2. Describe any experience working for or with a “treatment court” (i.e. a drug court, mental health court, domestic violence court) or any similar program. Give a brief description of the court program, name all of the agencies and entities involved in supporting the program, and describe your position.
3. Describe your experience providing information to, and requesting information from, people who are irate, confused, and/or frustrated. Specify whether the experience involved communicating decisions regarding recommendations for the approval or denial of benefits or services and the explanation of laws, rules, or regulations.
4. The person in this position must manage case before the court, monitor individual clients (either directly or through partner agencies), communicate information between multiple partner agencies, and provide staff support for periodic meetings of an advisory committee. Describe your experience in any similar work situation. Please include a description of your professional role, how you managed the workload, and how you met the expectations of your employer, clients and agency partners.
5. Describe any experience you have had implementing programs in a court or social service environment with multiple public and private partners and providers. Describe the program, critical steps of the program planning process, and your role in the process.
6. Describe your experience using data management systems (such as a court or client case management system) and other software (databases and spreadsheets) to maintain program controls and to collect management information on program performance.
