Note 1: Applicants holding a professional certification are eligible for an additional 5% (one-step) pay differential. Certifications that qualify include, but are not limited to: Certified Internal Auditor (CIA), Certified Public Accountant (CPA), and Certified Information Systems Auditor (CISA).
Note 2: There are currently ten (10) salary levels in this classification. An eleventh salary level ($4485 - $7307) will be added on January 1, 2009 . Each new level will be an increase of approximately 5% over the previous highest level.
FILLING THIS POSITION
This position will be filled by open competitive appointment of an applicant that meets the minimum qualifications for an Internal Auditor 2. We may consider a developmental underfill of an applicant who meets the minimum qualifications for an Internal Auditor 1 and who will within two years meet the
qualifications of an Internal Auditor 2 (see "To Qualify" below).
GENERAL INFORMATION
The Chief Justice of the Oregon Supreme Court is the administrative head of the Oregon Judicial Department (OJD) and appoints the State Court Administrator (SCA) to assist in its administration and carry out certain statutory functions and programs. Many of the administrative responsibilities and programs are further handled by the six Oregon State Court Administrator (OSCA) divisions. The OJD operates as a centralized entity for state budget and resource management; however, has a decentralized statewide organization with court administration also carried out by local presiding judges appointed by the Chief Justice and trial court administrators appointed by the presiding judges. OJD places an emphasis on balancing local court and community needs while at the same time meeting the statewide duties and responsibilities of the Department as a state entity and branch of government.
Location of Employment: State of Oregon, Judicial Department, Office of the State Court Administrator, Internal Auditing Program (IAP), 1162 Court Street, Salem, Oregon 97301.
Salary: The Judicial Department's practice is to begin employees at the first pay step. However, a higher starting pay rate may be considered depending upon the applicant's current salary and benefits, education, and experience. For current non-temporary OJD employees, JDPR 4.03(3)(d) states that upon promotion an employee shall normally receive a one-step pay increase from the employee’s current pay rate (not including differentials under JDPR 4.07) to the next higher rate in the salary range to which the employee is promoted. JDPR 4.03(3)(e) states that upon transfer to another position with the same salary range, the transferring employee retains the same pay rate.
Benefit Package: The Judicial Department offers an attractive benefit plan which provides contributions toward Public Employees Benefit Board (PEBB) sponsored individual and family medical and dental insurance. The insurance contributions are pro-rated for part-time employees who work less than 80% of full-time. Retirement benefits include participation in the Public Employee Retirement System (PERS) or the Oregon Public Service Retirement Plan (OPSRP), depending on eligibility. Other benefits include paid holidays, and paid vacation, sick and personal leaves. Optional benefits include, life insurance, long and short term disability, long term care insurance, and participation in the Oregon Savings Growth Plan (deferred compensation).

TO QUALIFY
You must submit a Judicial Department application form to apply (this is not the same as a State of Oregon application form).
You must have a high school diploma, GED, or equivalent work or life experience.
You must have valid driver’s license and acceptable driving record or be able to provide an acceptable alternate means of transportation.
For Internal Auditor 2:
You must have a Bachelor's degree in a business related field such as business or public administration, finance, economics, computer science; or a field specific to the Department’s mission or area of audit.
You must have 3 years of increasingly responsible auditing work experience. A graduate-level degree in any of the fields defined under education may substitute for one year of the required experience.
Your application must clearly describe how you meet these qualifications.
Professional certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) may be given preference.
Additionally, candidates are preferred who possess governmental auditing and/or internal auditing experience practiced in accordance with either the IIA’s International Standards for the Professional Practice of Internal Auditing, or the GAO’s generally accepted government auditing standards.
Further, preference may be given to applicants who have experience with ISACA standards, COBIT, and are skilled in the use of specialized audit software.
For Internal Auditor 1 Underfill:
You must have a bachelor’s degree in accounting, auditing, business administration, information systems or a related field, or an Associate degree in a related field and two years of professional experience in auditing or information systems.
JOB DUTIES
The person in this position works as a part of a team of auditors in the Oregon Judicial Department under the general supervision of the Chief Audit Executive. Internal Audit provides information to management on risk management; enhancing governance and internal controls; evaluating the economy, efficiency, and effectiveness of Department operations; and providing assurance on information technology systems.
Major duties include:
Provide key input to the development of IAP’s comprehensive risk assessment and audit plan.
Plan and conduct audits to analyze and evaluate internal controls, performance, and economy and efficiency of operations.
Plan and conduct general and application control audits of the Department’s computer systems.
Participate on various Department committees to provide advice on projects and policy and procedure development.
Make oral and written presentations to management on audit progress and results.
Provide training to management and staff.

Because of the Oregon Judicial Department’s role in providing justice and upholding the rule of law, employees of the Department are required to meet the highest standards of professional conduct and ethics while on the job, and also to maintain those same high standards when taking actions in their personal lives that could reflect on the Department.
WORKING CONDITIONS
While the Oregon Judicial Department is a state wide operation, the assigned workplace is Salem. The normal work week is Monday through Friday from 8:00 a.m. to 5:00 p.m. However, a flexible schedule may be negotiated.
Occasional after-hours work is required. (Note: this position is not eligible for overtime.)
Occasional overnight travel is required.
Conventional office working environment
Daily use of computer equipment.
The OJD is supportive of professional certifications. Time and funding are budgeted for continuing professional education required for acquisition and maintenance of licenses beneficial to the department.
