GENERAL INFORMATION
 
Location of Employment: State of Oregon, Judicial Department, Enterprise Technology Services Division, 525 Trade Street SE, Salem, OR, 97301.
                                                                                                           
This position is with the Oregon Judicial Department (OJD), Enterprise Technology Services Division (ETSD), in the Infrastructure Support Group.  The Division’s primary mission is to support the Judicial Department in its on-going effort to enable judges, administrators, and staff to achieve higher quality results and to be more productive in their work.  The Division is integral to the Department’s ability to complete its mission. 
 
The division has 53 staff supporting 21 IBM i-series application servers; numerous Windows file servers, and approximately 2,000 workstations and printers.  ETSD supports a statewide, Internet protocol, flat fully mesh network serving more than 50 courts and OSCA locations.   Information Technology provides in-house expertise in the areas of automation, data system design, programming, network design and support, personal computer support, imaging systems, and technology training.  ETSD takes the lead in providing the department with new, technology based, solutions to business problems.   All Department business is dependent on technology to some degree.
 
The ETSD is organized into five administrative units; however, in terms of accomplishing its mission ETSD is organized by process. Professional staff can be owners and/or team members of several processes. The five administrative units are:
  • Business and Government Customer Service
  • Application Development
  • Infrastructure Support        
  • Project Office, and
  • IT Administration
 
Work Unit: Infrastructure Support Group
 
This position is with the Infrastructure Support Group and will be part of the Server Support Unit. The purpose of the ETSD Infrastructure Support Group is to maintain the hardware and software for the Department’s current IBM System I and iSeries servers, Domino servers, numerous Windows servers, and the telecommunications network.  The purpose of the Server Support Unit is to implement, support, test, evaluate, troubleshoot and manage all Windows, Linux, and IBM midrange systems in our environment. This unit also provides support, guidance and recommendations to other technical staff in the courts. 
 
Salary: The Judicial Department's practice is to begin employees at the first pay step. However, a higher starting pay rate may be considered depending on applicant's current salary and benefits, education, and experience.  For current non-temporary OJD employees, JDPR 4.03(3)(d) states that upon promotion an employee shall normally receive a one-step pay increase from the employee’s current pay rate (not including differentials under JDPR 4.07) to the next higher rate in the salary range to which the employee is promoted.  JDPR 4.03(3)(e) states that upon transfer to another position with the same salary range, the transferring employee retains the same pay rate.
 
Note:  Due to an extraordinary shortfall in the State of Oregon’s budget, and in order to minimize the number of potential layoffs, the Oregon Judicial Department has implemented the following cost containment measures that apply to all OJD employees: 
 
  • There will be no across-the-board (cost of living) salary increases for the 2009 – 11 biennium, ending on June 30, 2011. 
  • Annual salary (merit) increases and end of trial service salary increases will be frozen for calendar year 2010, (i.e., January 1, 2010, through December 31, 2010). 
  • Each employee will be required to take mandatory furlough days without pay during the 22 month period from September 1, 2009, through June 30, 2011.  The total number of furlough days for the period (10,12, or 14) is determined by salary range and date of hire after September 1, 2009. 
 
Benefit Package: Non-management.  The Judicial Department offers an attractive benefit plan which provides contributions toward Public Employees Benefit Board (PEBB) sponsored individual and family medical and dental insurance.   The insurance contributions are pro-rated for part-time employees who work less than 80% of full-time.  (Note:  Effective January 1, 2010, insurance contributions will be pro-rated for part-time employees who work less than 100%.)  Retirement benefits include participation in the Public Employee Retirement System (PERS) or the Oregon Public Service Retirement Plan (OPSRP), depending on eligibility.   Other benefits include paid holidays, and paid vacation, sick and personal leaves.  Optional benefits include, life insurance, long and short term disability, long term care insurance, and participation in the Oregon Savings Growth Plan (deferred compensation).
 
Bilingual Pay Differential: Some employees may be assigned to use bilingual skills in the regular performance of the employees’ duties. An employee, who, as assigned in writing by the administrative authority, uses bilingual skill(s) (including American Sign Language) in the performance of assigned duties and who passes the bilingual skill proficiency test(s) approved by the State Court Administrator, shall receive a monthly pay differential equal to an additional step for the duration of each assignment as determined by the administrative authority.

You must have a bachelor's degree in computer science, or a related field that involved the application of data processing or systematic problem solving techniques and two years of experience involving security services and support, network support and maintenance, server support, administration and maintenance, and installation of hardware and software.  Equivalent additional work experience may be substituted for the degree.
 
Experience must include working knowledge of VMWare VI3; installation and configuration of ESX 3.5 and Virtual Center administration.   Proven implementation experience with all high availability features of VI3 including VMotion, HA, Virtual SMP, DRS, advanced performance troubleshooting, including command line utilities.  Experience must also include working knowledge of Microsoft Windows based servers.  Candidate must be familiar with day to day operation and management of a mixed server environment including MS Windows, Linux, and OS400.  Technical experience should include;
 
  • Experience installing,  configuring and administering a VMWare environment
  • Installation and configuration of Operating System 64bit, Microsoft Server 2008 within a VMWare environment
  • Advanced performance troubleshooting of VMs, including the use of command line utilities
  • Working knowledge of the VMFS file system (including configuration and management), creating clones, images and templates, resource allocation, resource pools, and system monitoring
  • Management of user accounts, server resources and application access
  • Operating in a Microsoft Active Directory domain environment
  • Disaster planning and business continuity
  • Configuration and support of backup applications
  • File and application restores
  • Review of system logs (health check, security, performance)
  • Restoring parts or the whole server from backup.
 
VMWare Certified Professional (VCP) and Microsoft Certified Systems Engineer (MCSE) preferred.  
 
Good communication skills including the ability to create and maintain support documentation and technical drawings of the enterprise infrastructure.

JOB DUTIES
 
Typical job duties include, but are not limited to, the tasks listed below.  Assigned tasks may be changed to accommodate work load and organizational needs:
  • Work as a team member within the Server Support unit and other members of the Infrastructure Support Group.
  • Configuration of servers, storage devices, VMware ESX Host configuration, support and maintenance.
  • Administration of user accounts and resource access.
  • File and Application server maintenance/upgrades.
  • Securing all server hardware, software and data from unauthorized access.
  • Assist other work groups during development of new applications or procedures.
  • Continual evaluation of evolving technologies and impact upon the Oregon Judicial Department.
  • Document systems and procedures.
  • Other duties as assigned.
 
Problem solving: 
 
Assist business customers and outside agencies’ customers having hardware and software problems.  Resolve non-routine problems.  Create and maintain problem determination procedures for appropriate hardware and software.  Communicate and collaborate with vendors for effective problem resolution.

WORKING CONDITIONS 
 
This is a full-time limited duration position.  The work schedule currently is 8:00 a.m. to 5:00 p.m.  It is not eligible for overtime compensation.
 
The following equipment may be used:  telephone and personal computer with screen monitor.
 
There is frequent phone and in-person contact with people from diverse backgrounds.
 
This position may require lifting and moving computer equipment weighing up to 70 pounds.
