GENERAL INFORMATION
 
Location of Employment:  State of Oregon Judicial Department, Douglas County Courthouse, 1036 SE Douglas, Roseburg, Oregon 97470.
 
Work Unit:  Technical Support
 
Salary:  The Judicial Department's practice is to begin employees at the first pay step.  However, a higher starting pay rate may be considered depending upon the applicant's current salary and benefits, education, and experience.  For current non-temporary OJD employees, JDPR 4.03(3)(d) states that upon promotion an employee shall normally receive a one-step pay increase from the employee’s current pay rate (not including differentials under JDPR 4.07) to the next higher rate in the salary range to which the employee is promoted.  JDPR 4.03(3)(e) states that upon transfer to another position with the same salary range, the transferring employee retains the same pay rate.
 
Note:  Due to an extraordinary shortfall in the State of Oregon’s budget, and in order to minimize the number of potential layoffs, the Oregon Judicial Department has implemented the following cost containment measures that apply to all OJD employees: 
 
  • There will be no across-the-board (cost of living) salary increases for the 2009 – 11 biennium, ending on June 30, 2011. 
 
  • Annual salary (merit) increases and end of trial service salary increases will be frozen for calendar year 2010, (i.e., January 1, 2010, through December 31, 2010). 
 
  • Each employee will be required to take mandatory furlough days without pay during the 22 month period from September 1, 2009, through June 30, 2011.  The total number of furlough days for the period (10,12, or 14) is determined by salary range and date of hire after September 1, 2009. 
 
Benefit Package: Non-Management. The Judicial Department offers an attractive benefit plan which provides contributions toward Public Employees Benefit Board (PEBB) sponsored individual and family medical and dental insurance. The insurance contributions are pro-rated for part-time employees who work less than 80% of full-time. (Note:  Effective January 1, 2010, insurance contributions will be pro-rated for part-time employees who work less than 100%.)  Retirement benefits include participation in the Public Employee Retirement System (PERS) or the Oregon Public Service Retirement Plan (OPSRP), depending on eligibility. Other benefits include paid holidays, paid vacation, and sick and personal leaves. Optional benefits include life insurance, long and short term disability, long term care insurance, and participation in the Oregon Savings and Growth Plan (deferred compensation).
 
Bilingual Pay Differential: Some employees may be assigned to use bilingual skills in the regular performance of the employees’ duties. An employee, who, as assigned in writing by the administrative authority, uses bilingual skill(s) (including American Sign Language) in the performance of assigned duties and who passes the bilingual skill proficiency test(s) approved by the State Court Administrator, shall receive a monthly pay differential equal to an additional step for the duration of each assignment as determined by the administrative authority.

You must have a high school diploma, GED, or equivalent work experience.
 
You must have a bachelor’s degree or the equivalent in computer science, mathematics, or a related field.  Also, at least three years of responsible experience working with computer systems.  Work experience may be substituted for the bachelor’s degree on a year for year basis.
 
 
JOB DUTIES
 
Typical job duties include, but are not limited to, the tasks listed below.  Assigned
tasks may be changed to accommodate work load and organizational needs.
 
Configure and install PC hardware, including sound cards, modems, CD ROM devices, control devices, hard drives, memory, floppy drives, tape backup drives, network adapters, video cards, and miscellaneous devices.  Troubleshoot and repair hardware problems.
 
Install Windows operating systems and standard OJD software.  Troubleshoot and resolve software problems such as memory management, reconciliation of firmware settings, and custom configurations.
 
Configure and install printer hardware, including LAN adapters, memory, high-capacity paper trays, and duplexers.  Install and maintain print-sharing devices.  Define network printers on servers.
 
Maintain trial court server, including tape backup/recovery, networked software applications, print services, and custom configuration.
 
Install and arrange network hub rack and cabling patch panels.
 
Research and analyze IS purchases.
 
Coordinate project tasks with outside contractors.
 
Analyze and prepare system design documents including flow charts, programming specifications, and file requirements.
 
Design form applications for users including report layouts, input documents, and data file layouts.
 
Design and prepare test data and materials for proper testing of computer programs and systems prior to implementation.
 
Assist management staff in developing and analyzing reports for court management purposes.
 
Perform technical data processing system maintenance; operate the AS/400 computer and peripheral equipment.
 
Advise management, provide assistance for local staff, and serve as liaison to the OJD Enterprise Technology Service Division.
 
Train users in the operation of PC’s, terminals, printers, and software applications.
 
Develop documentation and class curriculum for local court system applications.

Because of the Oregon Judicial Department’s role in providing justice and upholding the rule of law, employees of the Department are required to meet the highest standards of professional conduct and ethics while on the job, and also to maintain those same high standards when taking actions in their personal lives that could reflect on the Department.
           
 
WORKING CONDITIONS
 
This is a full-time position and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday.
 
Occasional overtime and weekend work is necessary to ensure the functionality of technical support systems.
 
The following equipment may be used:   iSeries mainframe, computer equipment, personal computer with screen monitor, and telephone.
 
Frequent phone and in-person contact with people from diverse backgrounds.
 
Lifting and moving objects weighing up to 50 pounds is required.
 
Using hand truck and climbing ladders is required.
 
You must have a valid driver’s license and acceptable driving record or be able to provide an acceptable alternate means of transportation.

2.  Describe your experience with networked and multi-user computer systems.  Please be specific and describe:  a) Experience with midrange systems, workgroup, and enterprise servers; b) network maintenance and administration; c) size and complexity of the system; and d) your role and level of responsibility for design, operation, maintenance, and administration of the system.
 
3.  Describe your experience researching complex technical problems.  Describe your role and responsibilities performing this research.  Describe the resources and tools you used for research and testing.
 
4.  Describe a specific academic project or work experience you have had which required that you analyze an actual organizational problem.  Include in your description a discussion of the following: a) the specific problem; b) your role in identifying and defining the problem; c) the alternative solutions you considered and the benefits and drawbacks of each; d) the solution you selected and why; e) your plan to implement the solution; and f) how you planned to evaluate the effectiveness of the solution.
