| About the Commissioners |
|
The five citizen commissioners set policy for the OLCC. They meet monthly for one or two days to make decisions including liquor licenses, rules, contested case hearings, and appointments of liquor store agents.
Commissioners are appointed by the governor to four-year terms, subject to senate confirmation, each representing a state congressional district, with one from the food and beverage industry. Commissioners appoint the agency's executive director, who oversees the agency's 211 employees.

Philip Lang was appointed as Oregon Liquor Commission chairman in February 1998. Lang retired as Vice President of the North Pacific Insurance Company/Oregon Automobile Insurance Company in 1995. He served in Oregon's House of Representatives for nine terms, from 1960-1979, the last four years wielding the gavel as speaker of the House. A graduate of Lewis and Clark College, Lang began his career as an Oregon State Police Officer. He was also assistant to former Portland Mayor Terry Schrunk.

Robert Rice, a Portland restaurant owner, was appointed to the Oregon Liquor Control Commission in July 2003. Rice, who owns the Virginia Café, represents the hospitality industry as well as the 1st Congressional District. Rice serves on the boards of the National Restaurant Association and Liberty Northwest Insurance Companies. In the past, he worked for Arthur Andersen & Co. as a certified public accountant and head of the firm’s small business division for the Portland region. Rice also served as president of the Oregon Restaurant Association and the Columbia Edgewater Country Club, and was a board member of Associated Oregon Industries.

Ron Roome was appointed by Gov. Ted Kulongoski to the Oregon Liquor Control Commission in May 2009. Roome has been a lawyer at Karnopp Petersen LLP since 1988 and has been litigation partner since 1994. Roome has served in multiple public service roles including President of J.R. Campbell American Inns of Court (2002-2003) and as President of the Deschutes County Bar Association (1997-1998). He currently serves on the Oregon State Bar Disciplinary Board. He is a Bend resident and a member of both the Oregon and California State Bar Associations.

Alex Duarte was appointed by Gov. Ted Kulongoski to the Oregon Liquor Control Commission in May 2009. Duarte currently serves as Corporate Counsel for Qwest Communications International in Portland, and as Qwest’s general counsel for its Oregon operations. Prior to joining Qwest in 1999, Duarte was in private law practice in San Francisco for 14 years, including six years as a partner in a national law firm, where he specialized in complex commercial litigation. Duarte has also served on the Oregon Board of Maritime Pilots (chaired 2007-2008), and on the boards for the Hispanic Metropolitan Chamber of Commerce (chaired from 2005-2007) and the Malheur Home Telephone Company.

Cassandra SkinnerLopata was appointed to the Oregon Liquor Control Commission’s in June 2009. SkinnerLopata is a graduate of the University of Oregon School of Law and is a founding partner of SkinnerLopata Harris LLC, a law firm in Eugene. She has held positions on the Governor’s Council on Domestic Violence, the Lane County Human Rights Advisory Committee, and the board of directors for Breaking Free, a non-profit organization promoting empowerment and self-defense for women and girls. SkinnerLopata’s broad range of community service includes volunteering for the Attorney General’s Sexual Assault Task Force, Lane County Legal Aid, and several programs with the Oregon State Bar and the University of Oregon School of Law. She currently serves on the Board of Directors for Head Start of Lane County and is a member of the Oregon State Bar’s Quality of Life Committee.
