Agency Mission
The mission of the OLCC is to promote the public interest through the responsible sale and service of alcoholic beverages.

Program Purpose
The purpose of the OLCC Public Safety Program is to regulate and educate OLCC’s stakeholders in the socially responsible sale, service and consumption of alcoholic beverages.


Program Description
 The program protects the health and well-being of our youth, reduces citizens’ alcohol-related injuries and other problems, and supports community livability by ensuring:

  • outlets selling alcoholic beverages comply with liquor laws, especially by preventing sales to minors and visibly intoxicated persons.
  • sellers and servers are educated in how to serve alcohol legally.
  • governments, communities, schools and other partners know how to reduce the negative impact of alcohol abuse and over consumption.
  • OLCC staff work closely with local law enforcement to promote compliance and enforce liquor laws.
 
The program contributes to economic development and viability in Oregon by:

  • issuing liquor licenses and permits to members of the hospitality, tourism, grocery and alcoholic beverage industries.
  • helping licensees be successful in their businesses, by giving them the information they need to comply with liquor laws.
 
The program provides stewardship for OLCC and its stakeholders by:

  • reaching out to communities, local government, licensees, liquor agents, state government and other stakeholders, so OLCC can understand their needs.
  • ensuring due process for stakeholders in their selling or serving of alcohol.
  • managing legal risks for the agency.
  • providing timely guidance and clarification of laws through administrative rules.
