Emergency Management Performance Grants (EMPG) Program
 
The purpose of the EMPG Program is to make grants to states to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title so that a comprehensive emergency preparedness system exists for all hazards.

Hazard Mitigation Grants
 
The Hazard Mitigation Grant Program (HMGP) provides grants to States and local governments to implement long-term hazard mitigation measures after a major disaster declaration. The purpose of the HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. The HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Homeland Security Grants
 
The Homeland Security Grant Program is a primary funding mechanism for building and sustaining national preparedness capabilities and is comprised of five interconnected grant programs:  the State Homeland Security Program (SHSP), the Urban Areas Security Initiative (UASI), Operation Stonegarden (OPSG), the Metropolitan Medical Response System (MMRS) and the Citizen Corps Program (CCP).  Together, these grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises and management and administration.

Seismic Rehabilitation Grants
 
The Seismic Rehabilitation Grant Program (SRGP) provides funds to strengthen public schools and emergency services buildings so they will be less damaged during an earthquake. Reducing property damage, injuries, and casualties caused by earthquakes is the goal of the SRGP.
