Natural Hazards Mitigation Plan (NHMP)
Governor Kitzhaber re-adopted the Oregon Natural Hazards Mitigation Plan (NHMP) on March 5, 2012, and before the day had ended, FEMA Region Ten Administrator Kenneth Murphy re-approved Oregon NHMP’s on behalf of FEMA. "The mitigation plan demonstrates the state's commitment to reduce risks from natural hazards and serves as a guide for state decision makers as they commit resources to reducing the effects of natural hazards.” [from 44 CFR 201.4(a)] The federal “Disaster Mitigation Act of 2000” also requires that states update their multi‐hazard mitigation plans not less often than once every three years in order to maintain eligibility for federal disaster assistance. Oregon first completed a natural hazards mitigation plan in 1992 with subsequent updates occurring in 2000, 2004, 2006, 2009, and now 2012.
The 2012 Oregon NHMP is the result of a three‐year, collaborative interagency plan update process that occurred between March 2009 and February 2012. The Oregon Partnership for Disaster Resilience (OPDR) facilitated the plan update process, and the State Interagency Hazard Mitigation Team (State IHMT) served as the primary planning team.
OEM thanks the OPDR staff at the University of Oregon for their expertise and the great effort that went into this project. We also extend our thanks to the staff at FEMA Region Ten for their guidance and the prompt, efficient, and flexible way in which they handled the review of our Oregon NHMP, as well as the re-approval process. Finally, we thank the State Interagency Hazard Mitigation Team for the considerable efforts they put into helping with this important project
