| Mustard or "blister" agents |
|
Only one type of mustard agent (HD) is stored at the Umatilla Army Depot. HD can cause severe blisters on the skin and in the respiratory system. This mustard agent can be long lasting under normal environmental conditions. In appearance, HD looks like heavy motor oil, but it can be turned into a mist. Exposure is usually not fatal. The primary hazard of HD is liquid exposure to the skin.

The depot is currently preparing to destroy the mustard agents. Until then, a risk remains. Although the chemicals have been stored safely for decades at the Depot, it is important to plan for any contingency. This planning has involved the public, Morrow County, Umatilla County, several Oregon State agencies, the Army, the State of Washington, Benton County (Washington), and federal agencies such as the Federal Emergency Management Agency (FEMA) and the Environmental Protection Agency (EPA).
