The purpose of the EMPG Program is to make grants to states to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title so that a comprehensive emergency preparedness system exists for all hazards.
Oregon Emergency Management is the only entity eligible to apply to FEMA for EMPG Program funds on behalf of the State of Oregon and local emergency management agencies.

Functional EMPG Areas
- Exercises: Provide a robust and comprehensive all hazards exercise program to address the needs of local, state, federal, private sector, non-profit, and Tribal entities.
- Plans: Developing, revising, or enhancing emergency management plans.
- Training: To provide a comprehensive, all hazards training program to address the needs of local, state, federal, private sector, non-profit, and Tribal entities.
- Natural Hazard Mitigation Planning: Continue the management and implementation of local government natural hazards mitigation plans (NHMPs) and projects using funding that includes, but is not limited to the Pre-Disaster Mitigation (PDM) Program, Flood Mitigation Assistance (FMA) Program, Repetitive Flood Claims (RFC) Program, Severe Repetitive Loss (SRL) Program, and Hazard Mitigation Grant Program (HMGP). All 36 Counties will have a locally adopted FEMA approved NHMP.
- Public Education: To provide emergency preparedness information and training to the general public. Develop a strong Public Information program across the state.
