This position functions under the Plans and Training Section and provides functional direction and overall monitoring of Oregon Emergency Management’s Training Program and Exercise Program within FEMA’s EMPG Program and the DHS/ODP Program; provides guidance to local and state agencies regarding these programs; interprets, monitors, and insures compliance in accordance with established federal guidelines; develops and operationally manages the budgets for the Training and Exercise Programs; monitors and approves local and state training, exercise, and CERT/Citizen Corps grant proposals; develops, implements, and monitors agency Training and Exercise Program grants; and maintains records and submits reports for federal and state government. This position works directly with state agencies, private business, and public and private community groups to provide training and exercise expertise. |

This position has the responsibility to write and maintain the State Emergency Management Domestic Preparedness Plan and Annexes. To direct and coordinate with other State agencies the development of their plans and responsibilities as outlined in the State Emergency Management Plan. To ensure local government terrorism plans are developed and kept current and in compliance with all applicable Federal and State policy guidance. Monitor and provide technical assistance to Local Emergency Managers on a continuous basis to integrate terrorism plans into the all-hazard environment. |

This position will monitor and coordinate the execution of the Department of Homeland Security (DHS) Grant Program, the Oregon Emergency Management Plan (EMP), the State’s Emergency Management Training Program, the Emergency Management Performance Grant Program (EMPG), Oregon Administrative Rules (OAR), and state guidance to local and state government agencies regarding these programs. This position oversees and provides direct administrative and grant support for the Division´s Domestic Preparedness Coordinator and other program staff.
