ABOUT THE DEPARTMENT
 
The Oregon National Guard (ORNG) is constitutionally based in both the Federal and State Constitution and is commanded by the Adjutant General, who is appointed by the Governor.  The purpose of the Oregon Military Department (OMD) is to assist and support the Adjutant General in executing his Constitutional duties as Commander of the ORNG.  The Adjutant General is statutorily required to command, provide administration, and oversee construction and maintenance of facilities, training camps and areas, and air bases for the Oregon Army and Air National Guard in support of the Governor.  The ORNG provides the Governor with a ready force to assist civilian authorities during civil unrest or natural disasters, or responds to the President during national emergencies.
 
Within this military environment, OMD employees work in a wide range of occupations including armed security, fire fighters, repair/refurbish Department of Defense equipment,  support youth activities, operate and maintain over 50 facilities throughout the state, manage major construction projects, and provide expertise in environmental compliance as well as managing the agency’s budget and fiscal resources, providing human resource management and payroll activities for State employees, and soldiers and airmen called for State Active Duty.

GENERAL INFORMATION
 
  • This is a permanent, full-time position with the Oregon Military Department located in Medford, Oregon. Work schedule for this position will be Thursday – Monday from 10:00AM to 6:30PM, unless otherwise agreed upon by Supervisor.

DUTIES AND RESPONSIBILITIES  
The person in this position coordinates rentals in an Armory Region and the work of other custodial staff and Military Lease Agents insuring that buildings are properly rented, cleaned and maintained. 
 
Facility Coordination / Preparation:  Reviews the Oregon Military Department (OMD) facility rental contract with renters.  Prior to the event makes sure the renters understand all provisions of the permit.  Informs renters of all rules governing the facility.  Reviews renter’s plans for using the facility and informs renter if the plan or any part of the plan conflicts with their contract.  Briefs security guards hired by the renter.  Coordinates set-up of facility.  Prior to or before event concludes, collects rental fees.  Obtains contact information from the Facility Maintenance Specialist or the Regional Events Marketing Manager.  Ensures that the facility is cleared of anything that may injure people who rent the facility.  Coordinates clean up of the facility after the event and if necessary may stay on after the event to clean.  Performs final inspection after the renter or assigned crew has cleaned the facility.  Ensures the security of areas where items are stored (weapons, computers, etc.) by making sure that doors are locked and periodically checked.  Ensures compliance with OLCC by making sure permit is posted, makes sure that security guards have licenses from the city or state.  Clears facility at the end of the rental to make sure that all patrons have left the premises.  If security is scheduled and does not show up, notifies security agency.  Prepares applicable reports and keeps a variety of records. Negotiate and prepare rental contracts in absence of the FMS or Regional Marketing Coordinator.
 
Facility Maintenance:  Monitors building standards and cleanliness.  Performs custodial duties; including general cleaning, floor care, ground maintenance work and uses cleaning chemicals on a daily basis. Checks to see that buildings have been cleaned and maintained properly. Reports needed building repairs to Facility Maintenance Specialist (FMS). May take corrective action or retrain private custodial contractors or military lease agents when work is substandard or may report substandard work to a higher authority in cases of contractual custodial work.  Coordinates staffing needs for assigned shift.  Calls for substitute staff in case of unplanned absences of Military Lease Agent (MLA).  Assists in training new employees to do custodial or military lease agent work and to correctly operate equipment.  Coordinates the work of private custodial contractors or military lease agent staff on assigned shift.  Maintains safety standards.  Keeps an inventory of supplies, furniture, equipment, linen and materials.  Coordinates linen and custodial supply needs of custodial and military lease agent staff and requisitions new supplies and materials.  Reports missing furniture or equipment; empties ashtrays and waste baskets.  Cleans walls and other surfaces.  Cleans windows and mirrors. Cleans and sanitizes toilets, sinks, and showers.  Fills dispensers.  Dusts; sweeps, strips, mops, waxes and buffs floors.  Vacuums and shampoos carpets.  Picks up litter, shovels snow, sweeps steps, washes outside windows.  Rakes leaves, cleans storm drains, mows, weed eats, cleans gutters and edges lawns. Collects and bundles recyclable items. Changes light bulbs.  Clears clogged drains and toilets.  Performs minor maintenance of custodial equipment and building. Changes belts or bags on vacuum cleaners, changes brushes and pads on floor buffers and polishers, tightens screws, and replaces doorknobs.  Reports needed repairs for maintenance and safety problems.  Locks and unlocks buildings.  Turns lights on and off.  Makes rounds to ensure systems are functioning properly. Reports security deficiencies.  Distributes and collects keys to building.  Moves and arranges furniture for various special functions.  Prepares applicable reports and keeps a variety of records. 
 
Regular attendance and flexibility to be available during out of the ordinary working hours are essential functions required to meet the demands of this job and to provide necessary services.
 
PLEASE NOTE
 
The Oregon Military Department (OMD) is a 24 / 7 operation. This position works into the evenings and weekends to assure renters and contractors are complying with OMD regulations and policies. Requires the willingness to perform prolonged physical labor, walk, bend, stoop and climb in the performance of duties. Frequently works with cleaning agents. Periodically required to make on-site inspections, must wear hard hat in construction areas, and may be exposed to loud noises. May work in inclement weather.  Must have a valid drivers' license and good driving record.  Required to travel to meetings and other Oregon National Guard facilities.  Will have regular contact with Regional Events Marketing Manager, Armory FMS, custodians, military lease agents, renters and general public during the term of the rental contract to provide assistance and ensure compliance with provisions of the contract.  Must have ability to deal with difficult people and maintain composure. Must have ability to effectively communicate with others and speak effectively in groups.  Will occasionally have contact with law enforcement agencies if serious problems arise during an event.  Works at heights from ladders and other types of lifting devices.  Exposed to unsanitary conditions.  Uses cleaning chemicals on a daily basis.  Uses power tools.  Required to push, pull, and lift up to 50 lbs.  Required to perform duties wearing personal protective clothing and equipment. Occasional work is required outside your regularly scheduled work hours. May be required to “Flex” work schedule to accomplish tasks in support of the Rental Program and the Oregon National Guard. Employee may be required to work with Department of Correction inmate crews and community service workers.

Explain how you have gained knowledge of cleaners and chemicals used to clean and disinfect.  Describe your experience reading and following instructions on properly using chemicals and cleaners, estimating cleaning needs and ordering supplies. Include in your description, the level of your responsibility (worked under supervision, unsupervised responsibility).
 
  1. This position includes working with a Rental program focusing on evening and weekend events.  What is your level of experience in: a. coordinating community or public event activities (include examples and processes used) b. handling contracts when renting facilities to the public; and c. working with the public?
 
3.    Describe how you prioritize and set goals to ensure the building and grounds that you are responsible for are maintained and cleaned. Include in your answer whether or not you would use a computer, and the types of tools, and equipment that you have used.
 
4.   What types of buildings have you been responsible for maintaining? (Commercial, private, public, residential, etc.)  Include years of experience and level of responsibility.
